The Elevated Road No. 1 which connects Tan Son Nhat international airport to District 1’s downtown is one of pilot PPP candidates the Ho Chi Minh City authorities sent to the ministry (MPI) for consideration.
These afore-mentioned vacant posts have to support the Ho Chi Minh City People’s Committee and coordinate with PPP TF to prepare a project proposal for the Elevated Road No. 1 project and an analytical tool to test its financial viability; and to build capacity for the Ho Chi Minh City People’s Committee on preparation of project proposals in the road sector.
The foreign and national consultants will work on the following specific task requirements:
1. Develop an outline and define information requirements for the project proposal of the Elevated Road No. 1 project, with close reference to Decision 71 provisions, the TF’s draft guidelines to develop project proposals and draft analytical toll road financial model
2. Review and update the relevant available information of the sector and the project
3. Identify information gaps and propose solution to collect additional information
4. Collect additional information and do necessary analysis works with the supports of ASA and PPP TF
5. Develop the project proposal for the Elevated Road No. 1 project in accordance with Decision 71/pilot PPP programme requirements
6. Input data of the Elevated Road No. 1 project into the financial model (ASAs’ version) to report on the project financial feasibility
7. Provide trainings/workshop for ASA and related parties on development of project proposals, usage of analytical tool such as financial model.

In 2010 the prime minister approved Decision 71/2010/QD-TTg providing regulations on pilot implementation of PPP investment model, manifesting the government’s commitment to undertake infrastructure development reforms through creating creditworthy projects and a level playing field for PPP stakeholders. In light of Decision 71 an Inter-ministerial PPP Task Force (TF) was established in January 2011 with a centralised institutional role to coordinate, support and guide line ministries and provinces in project preparation, bidding, negotiation and management of PPP concessionaire contracts of infrastructure projects. However, PPP is a new approach in Vietnam, so TF members and ASAs (the ministries and provinces who sponsor infrastructure projects) are not familiar with project proposals. Till early August 2011 the ASAs proposed to the MPI around 30 projects as pilot PPP candidates. However, the enclosed project information is insufficient for a preliminary assessment on whether a project is suitable for PPP implementation, falling short the requirements of Decision 71 on a project proposal. The ASAs need the external support and resources to collect preliminary data and compile those into a PPP project proposal. The newly established PPP TF requires substantial assistance to guide or support ASAs. Taking into consideration this factual situation, both the PPP TF and ASAs need technical support (such as experts/consultants) to develop project proposals, which will serve as ground basis for pre-feasibility analysis, selection of pathfinder pilot projects and making recommendation to the prime minister for approval of that project portfolio.
