The programme aims to strengthen co-ordination and promote communication and propaganda to timely reflect the guidelines and policies of the Party, the state, and the MoET, especially on the implementation of the resolutions, guidelines, and plans on co-operation and investment in education and training in the publications of Vietnam Investment Review (VIR).
Speaking at the signing ceremony, Associate Doctor Le Hai An, Deputy Minister of Education and Training, said that one of the important areas of education and training is international co-operation. In recent years foreign investment in the Vietnamese education and training sector has been growing. Decree No.86/2018/ND-CP on foreign co-operation and investment in the field of education has opened up great opportunities for foreign investors to enter Vietnam.
“However, if we cannot leverage the media, international friends will not learn about the new opportunities, then surely the effect will not be as expected. Therefore, the MoET supports the International Co-operation Department and VIR in co-ordinating communication. The ministry hopes that the two sides will co-operate to promote propaganda programmes and training programmes for staff at foreign institutions with the state budget, developing higher education and the policy in attracting investment in the field of education and training," An said.
Also at the signing ceremony, Le Trong Minh, VIR's editor-in-chief said that the MPI's press office has many deep and specialised articles on the education sector to promote the education and training of the country's human resources.
Currently, VIR’s publications icover fields of economy, society, culture, entertainment, and tourism. In the upcoming time, the publications of VIR will further disseminate information and propaganda activities in the field of education and training, promising to open more opportunities for co-operation in the sector.

Minh also emphasised that the dissemination of information on foreign investment in education is one of VIR's forte, contributing to the increasing prestige of VIR publications over the years.
In particular, Decree 86 is also one of the contents propagated strongly by VIR for a long time. Currently, there are many investors who have been waiting for a long time or have been unable to access information about the opening of the Vietnamese education sector for foreign investment. Promoting communication will be one of the tasks on which VIR will co-ordinate with the International Co-operation Department.
Assoc. Dr. Pham Quang Hung, director of the International Co-operation Department, expressed his desire that after this MoU, VIR will publish more in-depth articles about foreign investors as well as explain the difficulties and problems of international co-operation, especially in the education and training sector.

According to the MoU, the two sides will work together to propagate and disseminate the guidelines of the Party, the state, and the MoET on co-operation and investment in education and training, including events, activities, the directions of the government and the MoET, organise activities such as talks and online dialogues, and reporting on co-operation and investment in the field of education and training.
The two sides will also co-ordinate to post articles on the activities of ministry leaders, international conferences, seminars, and forums organised and attended by leaders of the MoET, along with reporting on official visits and work of high-level international delegations.
The two sides will develop a new section in VIR publications to provide coverage of co-operation and investment in the field of education and provide training in both print and online together with Vietnamese and English-language publications produced by VIR to introduce outstanding policies and activities in the education and training sector, especially investment activities.
At the same time, the programme will promote scholarship programmes funded by the state (including overseas training programmes and training for foreign students in Vietnam) to disseminate information and attract talented candidates.
