Business registration set to be streamlined

The portals will help businesses save time and costs for market access

Under the draft circular, the ministry’s Business Registration Management Agency will be responsible for managing and operating national business registration portals www.dangkykinhdoanh.gov.vn and www.businessregistration.gov.vn.

All other websites launched by businesses or organisations using the same addressed will be blacklisted to avoid confusions. The draft circular also states that procedures for setting up, temporarily stopping or resuming operations of businesses can be done via the portals.

Similarly, joint stock, limited liability and private companies and business consortiums can change their names, addresses, business lines and tax registration information through the portals.

Local business registration offices will be obliged to receive registration records  and grant digital signatures specified for use in online registration to businesses and individuals having head offices or permanent residence addresses in the corresponding provinces, according to the draft.

The coming regulations also stipulate that when submitting online business registration records, businesses and individuals must use digital signatures provided by public digital signature verification service providers or digital signatures specified for use in online business registration.

The national business registration portals are equipped with an online payment tool to help facilitate the process, with a bill will be displayed and sent to e-mail addresses of those businesses submitting the records.

With online business registration, businesses can register to take business registration certificates at the registration offices or by mail as well. The online registration certificates will have the same legal validity to the traditional hard copies granted by business registration offices.

According to the Business Registration Management Agency, the online business registration trial period will get underway from mid 2012 before it is widely deployed.
