Vietnam not dump steel in US market

The Vietnam Competition Authority (VCA) has affirmed that Vietnam does not dump steel in the US market.

In response to the US Department of Commerce (DOC)’s decision to impose an anti-dumping duty of nearly 28 per cent on Vietnamese carbon steel pipes, VCA said Vietnamese steel producers and exporters do not dump their products in the US market.

There are no Vietnamese government subsidies for steel exported to the US market, as alleged by the DOC, said VCA.

According to DOC’s decision, SeAH Steel Vina and Hongyugan Machinery Manufacturing Company, which together account for 70 per cent of Vietnam’s steel exports to the US, will receive duties of 0.04 per cent and 0 per cent, respectively.

Sun Steel, Huu Lien and Hoa Phat, with smaller share in the market, will receive a separate rate of 9.32 per cent, while all other Vietnamese exporters and producers will receive a preliminary dumping margin of 27.96 per cent.

Regarding Vietnamese government subsidies for domestic steel producers, DOC has sent a delegation to the Southeast Asian country to gather information.

The VCA has asked steel businesses and their solicitors to provide the DOC with all necessary information to help them make a good decision.

According to the Vietnam Steel Association, in 2011, Vietnam exported 85,000 tonnes of steel pipes, earning $89 million.

The US imported 40,000 tonnes of Vietnamese steel pipes in the year, it said.
