These telcos are Viettel, VNPT , Vinshipel, GTel and Indochina Telecom Joint Stock Company which operates the Indochina Telecom network.

The premier also proposes the Ministry of Information and Communications, based on conditions in each developmental period, team up with relevant competent state agencies to recommend which telcos the state shall hold a ruling stake of more than 50 per cent.

The decision will come into force from December 1, 2011.
