The two sides agreed to deepen cooperation in key areas including AI, quantum technology, and digital transformation – highlighting Vietnam’s growing role as a strategic partner in the global tech ecosystem

Deputy Minister of Science and Technology Pham Duc Long said, "Vietnam is implementing Resolution 57 of the Politburo, aiming to become a high-income country by 2045, with scientific and technological innovation and digital transformation as the main driving forces. This vision is further detailed in Resolution 71, which outlines more than 300 specific actions."
The government is targeting a minimum annual growth rate of 10 per cent from 2026 to 2035, with science, technology, innovation, and digital transformation contributing at least 5 per cent. To lay the groundwork, the National Assembly has enacted key legislation – such as the Law on Science, Technology and Innovation and the Law on Digital Technology Industry – designed to support long-term development and enable the digital technology sector to thrive.
At the meeting, the MoST called on Google to support Vietnam in building AI and quantum technology labs, advising on national AI development strategies, and promoting AI literacy among civil servants, businesses, and the public – particularly small- and medium-sized enterprises. The ministry also sought Google’s support in accelerating digital and AI transformation to foster innovation across sectors.
The ministry also hopes that Google will cooperate with Vietnam to solve traffic congestion problems in large cities, based on Google Maps data, similar to the traffic light optimisation initiative that Google implemented in the Thai capital, Bangkok.
Google expressed its willingness to share experience in AI development and support Vietnam in shaping relevant policies, citing its collaboration with the UAE in training 55,000 government officials. The company proposed assisting Vietnam with human resource development, expert exchange schemes, and opportunities for Vietnamese scientists to visit cloud computing labs in the US.
It also underscored the importance of enabling free data flows as a driver of innovation.
The two sides agreed to establish a joint working group to implement cooperation, starting with specific projects with a clear and effective roadmap. The MoST assigned the Department of International Cooperation to work with Google.
