The six-member board was established by Minister of Planning and Investment Bui Quang Vinh. Vinh is also the head of the working group. The board is going to gather opinions and survey the status and result of the implentation of the two laws in provinces and at companies. Based on the collected information the board will make suggestions to resolve problems to the working group.

The working group on implenting the laws on Enterprises and Investment consists of representatives of several ministerial departments, as well as the Government Office, the Ministry of Justice, Vietnam Chamber of Commerce and Industry, and a number of law firms.

The working group is going to work in tandem with ministries and local authorities to explain, guide, monitor, and evaluate the implementation of the new legislation, discover problems in the process of implementation, and request reports from ministries and local authorities on the implementation process when deemed necessary.

The new regulations entered into force six months ago. There are three major types of issues in the process, namely those arising from related parties interpreting the law differently, discrepancies between the new and pre-existing legal documents, and troubles concerning the conditions to invest and do business.
