Speaking at the conference on February 12 on the government's action plan for the development and safeguarding of the Red River Delta region in the northern province of Quang Ninh's Halong city, Minister of Planning and Investment Nguyen Chi Dung highlighted 21 specific economic, social and environmental indicators for the initiative.
A resolution dated February 8 encouraged the mobilisation of as many resources as possible for regional development, and focussed on building essential infrastructure, especially the development of seaports, airports, railways, motorways, and belt and coastal roads connecting regions.
High-quality human resources will also be developed, with an emphasis on science and technology, and developed in accordance with the region's strengths and development orientation.
Accordingly, 21 specific economic, social, and environmental targets to be achieved by 2030 were highlighted. They included several important targets like an average growth rate of 9 per cent per annum for the 2021-2030 period; GRDP per capita to be VND274 million ($11,600) per year; average labour productivity growth to be over 7 per cent; the rate of poor households to decrease by about 1.5 per cent per year; to have 32 hospital beds and 11 doctors per 10,000 people; and to reduce greenhouse gas emissions by 9 per cent.
Minister Dung also set out 10 key groups of tasks and solutions that include creating consensus in implementing programmes; sustainable economic development; innovation in science and technology; developing education and training; the effective management of natural resources and protection of the environment; and measures concerning climate change adaptation.
“We believe that with the attention of the Party and government, and the determination and efforts of the regional Party committees, authorities and people, we can turn obstacles into opportunities, turn potential into a driving force for the development of the Red River Delta region and affirm its position as the largest growth engine in the country and create a better life for its people,” said Minister Dung.
