The decree requires conditions on location of duty-free shops including (1) in restricted areas of international border gates, international railway stations, first-grade sea ports, international airports; (2) in inland areas; (3) in domestic airlines which serve foreign flights; (4) duty-free depots and restricted areas of customs in the outside of border gates.
The new decree asks for software and camera system installed to manage imports, exports, storage, and inventories.
It orders temporary suspension of duty-free businesses in the two following cases (1) suggestion of enterprises; (2) withdrawal of certificates on duty-free services.
The time of temporary suspension will extend less than six months since the day of reporting.
