A port for entrepreneurs to shelter

Politburo’s Resolution 09-NQ-TW on forming the role of Vietnam’s entrepreneurial community during national industrialisation and modernisation and international integration will act as a fulcrum to help entrepreneurs weather current storms in production and business practices.

Vietnam Chamber of Commerce and Industry (VCCI) chairman Vu Tien Loc sheds some light on the resolution.

For the first time Vietnamese entrepreneurs have their own resolution. What impacts will it have on entrepreneurs?

The role, functions and responsibilities of Vietnamese enterprises and entrepreneurs were officially recognised with the enactment of the resolution which confirms building up a strong contingent of entrepreneurs was the responsibility of the Party, the whole political system and each business and entrepreneurs. This will inspire business people to make further contributions to national development.

Though the status of the entrepreneur community was recently acknowledged, however, there still exist different views about entrepreneurs. In current context of harsh business climate sometimes entrepreneurs were regarded as ‘exploiters’.

With the birth of the resolution, entrepreneurs would be more confidence in their business ventures, social activities as well as more engaged in the country’s political system. I believe more and more entrepreneurs will have chance to become members of the National Assembly, the people’s councils at different levels and competent state agencies.

What are Vietnamese entrepreneurs’ core functions?

Entrepreneurs will act not only in the economic front, but also in social  and political areas. Of course, first and foremost entrepreneurs are obliged to operate within the law to grow strong, sharpen competitiveness and actively engage in production as well as in domestic and global value chain.

Besides, entrepreneurs’ performance, their success in production, trading and brand development is not just pursuing profit-making purposes. In a deeper sense, it is to serve national development.

It is evidenced through the fact that in current tough market conditions score of businesses could temporarily shut up shop to maintain capital sources but they continue running though at losses just to ensure labourers’ jobs and incomes and stabilising social life.

Their efforts need to be recognised. There needs to be comprehensive assessments of entrepreneur contributions not only in material aspect but also in their human culture.

How to bring the resolution into life?

From its part, the VCCI will soon establish a steering committee to team up with diverse government bodies to ensure the Resolution’s effective enforcement and send periodical reports about its progress to the Politburo and Central Party Committee Secretariat.

As of September 2011, Vietnam had more than 600,000 enterprises, one million household businesses, 133,000 cooperatives and farms, and around two million entrepreneurs.

The business sector has contributed more than 70 per cent of the state budget revenues, created jobs for 7.4 million people and actively contributed to the nation’s international integration.
