To be built in three phases, the North-South Highway will be completed by 2030 |
On May 25, the Government Office announced the PM’s conclusion of picking Plan No.1 proposed by MoT. In particular, the plan specifies that in the first phase, 684 kilometres of road should be completed by 2022. The total investment for this phase will be VND140 trillion ($6.16 billion), of which VND55 trillion ($2.42 billion) will be provided by the government for site clearance, resettlement, and construction. The remaining capital will be mobilised from private firms.
The second phase (from 2023 to 2028) will construct 688km with a total investment sum of VND103 trillion ($4.53 billion). The last phase will have VND69 trillion ($3.04 billion) in investment capital and it will be completed by 2030.
The PM said that learning from the success of the projects on expanding National Highway No.1A and National Highway No.14 through the Central Highlands, a successful site clearance needs support and cooperation from all local agencies.
He also said that each phase of the project should be compatible with traffic flows and related agencies should have suitable measures for land administration in accordance with the planning as well as other technical requirements to ensure efficient intersection operation.
The government required the project to meet the needs for high transport capacity, high speed, and safety, as well as connect the socioeconomic centres between Hanoi and Ho Chi Minh City, through 20 cities and provinces. Additionally, it is required to reduce pressure on National Highway No.1 and help exploit it more efficiently.
According to Plan No.1 of MoT, the first phase of the project will be completed by 2022, covering the 603km flying through the roads of Mai Son (Ninh Binh province) - Bai Vot (Ha Tinh province), and Cam Lam (Khanh Hoa province) - Phan Thiet (Binh Thuan province). The project will be implemented under the Public Private Partnership (PPP) format. The roads of Cam Lo (Quang Tri province) - La Son (Thua Thien - Hue province) will use the build-transfer (BT) model with four lanes and a 17-metre road surface. Besides, an 81km section covering Cao Bo (Nam Dinh province) - Mai Son (Ninh Binh province), and La Son (Thua Thien - Hue province) will be expanded from the current two to four lanes. In the second phase from 2023 to 2028, the remainder of the North-South Highway will be constructed, including Bai Vot (Ha Tinh province) - Cam Lo (Quang Tri province), and Quang Ngai - Cam Lam (Khanh Hoa province) with four-lane highway sections of 17-metre road surface and a total length of 688km. |
