NA approves 1992 Constitution amendments

As much as 97.59% of 488 deputies voting supported amendments to the 1992 Constitution, allowing the National Assembly to pass the amended Constitution in Ha Noi on November 28.

NA Chairman Nguyen Sinh Hung described the approval as a  “historical moment” of great significance, which has shown the devotion of the NA deputies, Vietnamese people in and outside the country, and ministries and agencies at all levels to making the Constitution better reflect the people's desires.

The new Constitution has 11 chapters and 120 articles, a chapter and 27 articles less than the 1992 version. It sticks to the Party’s 1991 program on national construction during the transitional period to socialism and its revised 2011 program, the resolutions of National Party Congresses, and the resolutions and conclusions of the Party Central Committee and the Party’s Political Bureau.

The document clearly and fully reflects the democratic and progressive nature of the Vietnamese State in the transitional period. It clearly defines the political regime, organization of the State apparatus, human rights, and citizens’ rights and obligations. 

The NA also approved a resolution executing the new Constitution which will take effect as of January 1, 2014.
