JICA helps MoF enhance project management capacity

Thirty officials of the Vietnamese Ministry of Finance (MoF) are now implementing a three day training course in Quang Ninh’s Halong city to strengthen the project management capacity, focusing on Monitoring and Evaluation (M&E).

This training course is the third in a sequence of workshops on Project Cycle Management for the MoF, financed by Japan International Cooperation Agency (JICA).

The course includes half a day visit to practice monitoring and evaluation on a JICA-funded project namely “Environment Protection in Halong Bay”.

The course is an in-depth workshop to provide standard and basic knowledge on steps, methodology and skills for practical project M&E, in the form of both standard curriculum and customized case studies and group works.

Trainees also have chance to understand basic concepts of project evaluation from the view point of financer, taking example of JICA.

Replying to the need and request of the MoF in training the freshmen on project management which is growing year by year, the courses are made to help fresh young staff from various department of the MoF understand how to manage projects, in particular, to monitor and evaluate projects.

Uchida Tsutomu, JICA senior advisor on Aid Coordination, also a lecturer for the course said: “Since M&E is one of the top topics in project management now in Vietnam, and the MoF is responsible for assessing the financial aspect of all national projects and its own projects, MoF officials will make better use of ODA with good understanding of monitoring and evaluation.”

JICA has also supported sending some Vietnamese MoF officials to the Philippine to have advanced project management training, in March, July and September this year. This technical assistance is implemented under the framework of agreement between the MoF and JICA which is effective in one year from March 2011.
