Accordingly, Hanoi People's Committee has allowed the reopening of establishments such as hair salons and in-house dining and drinking venues. These places still have to ensure proper personal distancing, however, and have a shield between people.

Additionally, at no time can visitors exceed 50 per cent of the maximum seating capacity or 20 people. Besides, the shops and stores have to close before 9pm each day while restaurants and pubs are only allowed takeaway service.

In addition, Chu Xuan Dung, Deputy Chairman of Hanoi People's Committee, requested the owners of service facilities to ensure the strict implementation of pandemic prevention measures and require customers to make medical declarations. Information and compliance will be checked daily.

Mobile checkpoints will also be built to check the number of vehicles entering and leaving the city's gateways, managing vehicular traffic for business.

It has also been recommended that Noi Bai International Airport keep a list of all passengers arriving from Ho Chi Minh City to reside or stay in the city.

People travelling from pandemic areas to Hanoi have to submit an online medical declaration within 24 hours of their arrival to the city.

In addition, people are recommended to only travel through pandemic areas for important reasons, and fully implement the 5K message and pandemic prevention measures as prescribed by the Ministry of Health.
