Nghi Son Port may open bid to select PPP investor

Interested investors may join the bidding to develop the access channel for Nghi Son Port under the public-private partnership (PPP) form and the build-lease-transfer (BLT) contract proposed by the Ministry of Transport (MoT).

MoT has proposed the prime minister to approve the investment planning of the project to upgrade the access channel for Nghi Son Port under the PPP form.

If the project is approved, it will be the first maritime project invested under the PPP form and BLT contract and have a capacity to receive ships from 30,000 DWT.

According to the document submitted to the PM, Deputy Minister of Transport Nguyen Van Cong mentioned that under the PPP investment form and BLT contract, the investor selected through the bidding will dredge the channel to extend the existing access channel.

According to the calculations of Vietnam Maritime Administration, the project has an expected investment capital of VND272.86 billion ($12.02 million), 20 per cent or VND54.57 billion ($2.3 million) of which will come from the investors. The dredging will be completed within 120 days and the investors will be permitted to exploit the access channel for five years.

“In order to ensure competition and transparency, MoT and Vietnam Maritime Administration will build the pre-feasibility report for the project before organising the bidding,” said Deputy Minister of Transport Nguyen Van Cong.

According to MoT, the existing access channel cannot meet the increasing transport demand of Nghi Son Port, which sees an average increase of 20 per cent per year in transport demand. Especially, once the harbour complex invested by Ocean Minerals Investment JSC and Nghi Son Iron and Steel JSC come into operation, the ship flow accessing Nghi Son port will be much higher.

Located in Nghi Son Economic Zone of the central province of Thanh Hoa, covering 71 hectares with a storehouse and nine wharves with a total length of 2,250 metres, Nghi Son Port has a high potential to become one of the biggest ports of Vietnam, reaching a port loading and unloading capacity of 10,000-30,000DWT and handling 30 million tonnes of goods each year.
