Ninh Binh province’s general planning for the rest of this decade, with vision towards 2050, has just been greenlit by the government. Pham Quang Ngoc, Chairman of Ninh Binh People’s Committee, elaborated with La Quy Hung on the nuts and bolts of the plan, focusing on the key tasks to implement in the forthcoming years.

Would you brief us on the lynchpin of the planning scheme?

The general targets are to develop Ninh Binh effectively, comprehensively, and sustainably. Processing and manufacturing would be the industry that creates the most growth momentum, while tourism will become a spearhead sector, promoting the development of other sectors and fields.

The plan also sets out specific objectives for each stage. By 2025, Ninh Binh will become a fairly-developed province, and by 2030, it will become a thriving locality in the Red River Delta region, as well as a major tourism spot.

As for vision towards 2050, Ninh Binh would grow into a sustainable tourism centre with high competitiveness countrywide and regionwide, a potential growth pole in terms of industry and services, and a comprehensively-developed locality of the Red River Delta region.

To successfully implement the strategic objectives, what are the key tasks that Ninh Binh will implement in the forthcoming time?

The general planning has crafted specific tasks to spur Ninh Binh’s development. First is to entice investment to multifunctional resort complexes with the potential to create growth momentum, attracting tourists and high-end real estate projects associated with resort tourism development, and growing healthcare.

Secondly is building a high-tech industrial park that embraces industrial education and creative technology centres; a startup support centre and business incubator; and a centre where tourism-related occupations are trained for the whole province as well as surrounding localities.

Third is forming a central business district in Ninh Binh city, focusing on the development of financial and banking services, commercial centres, and other urban services.

The fourth aspect is building a logistics centre in Tam Diep city, associated with the development of e-commerce and digital economy before 2030 and a logistics hub in Kim Son district before 2050.

Fifth is the building of a dual-use airport, comprising a civil airport and a base for the airforce and public security force in Yen Khanh district.

Sixthly, we must develop the East-West economic corridor covering Kim Son, Tam Diep, and Nho Quan districts, along with ensuring an efficient use of land on both sides of the road, thus creating development momentum.

Last but not least, it is key to renovate and upgrade several road systems to bolster connectivity between the Red River Delta region and neighbouring provinces, especially Thanh Hoa, to efficiently avail of Tho Xuan Airport and Nghi Son Deepwater Seaport.

As fresh opportunities are coming, what message does Ninh Binh want to convey to investors, businesses, and visitors?

The general planning, once completed and approved, would serve as the scientific handbook for Ninh Binh’s development. This would pave the way for the province to turn its development aspirations into decisive actions, and become a well-developed, thriving, and prosperous locality in the Red River Delta region, as well as a safe land worthy for living with friendly and hospitable people. That was also the utmost aspiration of our diverse ancestors.

With that, Ninh Binh always welcomes and creates the best conditions for all investors, businesses, and visitors from elsewhere coming to the province.

In light of Ninh Binh’s general planning, the investment capital demand for the 2021-2025 period could fetch around $5.27 billion, surging to $6.4 billion during 2026-2030.
