Hanoi boasts one of the most extensive and synchronised systems of cultural institutions in the country, with the full support of the community.

According to statistics from Hanoi Department of Culture and Sports, the city has more than 380 cultural and sports facilities.

At the district level, there are 84 cultural and sports institutions across 30 districts, towns, and suburban areas.

At the commune level, 21 per cent or 125 communes, wards, and townships have communal-level cultural and sports centres.

Additionally, around 85 per cent of villages and residential groups have cultural houses or community activity centres. This includes 2,328 village cultural houses, representing 98.6 per cent of the total, and 2,328 cultural houses or community centres for residential groups, accounting for almost 75 per cent of the total.

Hanoi continues to build and upgrade large cultural facilities for citywide and district-level activities, while emphasising the need to bring cultural information to the grassroots levels.

This approach fosters an environment that encourages the broad participation of the public in creating and appreciating cultural and artistic values. The city prioritises developing cultural institutions, particularly local communal houses.

Several suburban districts that previously faced challenges in doing so, have been able to build new cultural facilities, including districts such as Ung Hoa, Thach That, and Soc Son in the city’s suburbs.

In Ba Vi district, thanks to the policies encouraging citywide support for disadvantaged communes and villages in constructing cultural houses, the district now boasts 175 village-level communal houses. These facilities have become community hubs for preserving traditional cultural heritage among the ethnic groups in Ba Vi.

Other areas have also established communal house management boards to oversee operations and formed clubs to engage and draw in the public.

Prominent examples of such initiatives can be found in districts such as Long Bien, Dong Anh, Dan Phuong, and Ha Dong.

In the inner city, Hanoi has inaugurated several cultural projects, including the newly designed Hanoi Children’s Palace. This modern cultural institution, located in Nam Tu Liem district, was created to meet the learning, cultural, and artistic development needs of the city's youth.

Construction of Hanoi Children’s Palace began in 2021, and the project was completed with a total investment exceeding $57.3 million.

The facility features two main buildings with a theatre, cinema, and art clubs in Building A, and a library, observatory, gymnasium, and swimming pool in Building B.

The project reflects the commitment of the city's leadership to investing in the young generation and is one of several modern-oriented cultural institutions of the city.

Hanoi People's Council issued Resolution No.07/2024/NQ-HDND last March, enacting funding policies to enhance the effectiveness of grassroots cultural and sports facilities as part of the city's new rural development initiatives.

These policies have provided the foundation to make cultural and sports activities in the community more vibrant and increasingly diversified, contributing to improving the cultural and spiritual wellbeing of all citizens.
