- Building a powerful socialist law-governed state of the people, by the people and for the people with efficient management; revising and amending the Constitution 1992 and ameliorating the quality of law-making and enforcement; stimulating democracy, fully exercising people’s rights across all sectors of the country while at the same time strengthening supervision, inspection, examination and strict implementation of disciplines in the State’s apparatus and society; forming a contingent of civil servants and state employees with high professional and ethical virtues to effectively handle their tasks in a new period; fostering administrative and judicial reforms and the fights against bureaucracy, corruption and waste; protecting legitimate rights and interest of organisations and citizens.
- Perfecting the institution of socialistic-oriented market economy, reforming the growth model, restructuring the economy, spurring industrialisation and modernisation closely linking to the development of a knowledge-based economy, enhanced quality, efficiency and competitiveness, and rapid and sustainable economic development; building a self-dependent economy with a sound footing and deepening international integration, striving for successful implementation of all set targets to create foundations for turning the country into a modern industrial nation by 2020.
- Focusing on developing a culture and society and protecting environment in parallel with economic development, particularly ensuring settlement of pressing social issues.
Stabilising then strengthening the nation’s economy are key tasks for the new government
Promoting employment, speeding up the pace of hunger eradication and poverty alleviation in a sustainable footing and reforming distribution policies and wages and incomes of state employees and workers; narrowing the gap in incomes and living conditions among different regions and social strata; ensuring social well-being; comprehensively reforming education and training, harnessing the development of science, technology and healthcare and improving human resources quality; retaining and promoting cultural identities of the Vietnamese ethnic communities; and constantly improving spiritual and material life of the people.
