Accordingly, the average actual income of SCIC staff would not be lower than those working at state-owned commercial banks.
The latest draft decree also noted that SCIC management and staff income must reflect actual business efficiency and the payroll would be the percentage of the difference between SCIC total collections and spending, not including wages.
The decree will be jointly developed by the ministries of Finance and Labour, War Invalids and Social Affairs, in cooperation with relevant state organisations.
The decree will be enacted in late 2010 or early 2011.
