Hanoi has set out an ambitious digital transformation roadmap for 2030

The Hanoi Department of Information and Communications has drafted and submitted to the municipal People’s Committee the Digital Transformation Programme for the city by 2025 with a vision to 2030.

The Hanoi Digital Transformation Programme is targeting the dual goals of developing digital government, digital economy, and digital society while developing digital technology businesses with the requisite capabilities to venture further afield into the world.

Specifically, by 2025, Hanoi aims to be one of the five cities and provinces taking the lead in digital transformation, IT, competitiveness, innovation, and network security. Hanoi will also be among the top countries in Southeast Asia in data science and AI.

Regarding the development of digital government and operational efficiency, the city strives to have 100 per cent of administrative procedures of level 4 or above processed online. Additionally, 90 per cent of city-level, 80 per cent of district-level, and 60 per cent of commune-level documents will be processed digitally. 100 per cent of specialised databases will be connected and shared with the national databases on population, land, business registration, finance, and insurance. At the same time, 50 per cent of checking activities by state management agencies will be carried out digitally.

Regarding the digital economy and economic competitiveness, Hanoi set the target to raise the contribution of the digital economy in the city’s gross regional domestic product (GRDP) to 30 per cent, with 7-7.5 per cent growth in labour productivity while completing the city's startup ecosystem.

To develop a digital society and narrow the digital gap, Hanoi will strive to provide 80 per cent of households with broadband infrastructure and universalise 4G/5G mobile network services and smartphones. Moreover, over 50 per cent of the population will have electronic payment accounts.

By 2030, the digital economy will make up over 40 per cent of the city’s GRDP, and increase labour productivity by 7.5 per cent while turning the city into the country’s innovative startup centre.

To realise these targets, Hanoi will implement a number of key tasks and solutions, focusing on the three main pillars of digital government, digital economy, and digital society.

For this, the city will take specific measures, including improving awareness, creating an enabling legal framework, while developing digital infrastructure and platforms, digital information and data, and network safety and security, as well as training human resources.
