The 13th National Party Congress has been successful, with the full agenda accomplished. The congress witnessed open-hearted and democratic discussions, with high consensus in adopting important documents including the Political Report, the wrap-up report of the 10-year Socioeconomic Development Strategy to 2020, and the compilation of the next 10-year Socioeconomic Development Strategy.

There was also the assessment report of the 5-year Socioeconomic Development Plan for the 2016-2020 period, and orientations and mandates for the next 5-year Socioeconomic Development Plan; the wrap-up report of the Party-building work and implementation of the 12th National Party Congress’s Statute; and the review report of the 12th National Party Congress’ Central Committee.

The congress has also elected the 13th Central Party Committee with 200 deputy representatives from over five million Party members nationwide with good moral integrity, sufficient expertise, and the capacity to shoulder tasks assigned by the Party and the people.

The congress has also demonstrated the unity and strong will of the Party, the people, and the armed forces in the new period, and proven to accomplish the overall goals as prescribed in the Political Report.

In the jubilant atmosphere of celebrating the 91st anniversary of the founding of the Communist Party of Vietnam on February 3, and welcoming the Lunar New Year with good fortunes, we take pride and believe in the strength and will of the Party and the entire nation, as well as the brighter future of the country.

Nguyen Xuan Phuc - Prime Minister

Last year was considered the most successful in our 5-year tenure when it comes to the will and spirit in weathering all difficulties. The public’s confidence in the Party and the country’s future and fortunes has increasingly been strengthened, which shows that during the most difficult times, our country’s national spirit surges.

Over the past five years, the Party, the people, and the armed forces have together created an aggregated GDP value of over $1.2 trillion. In 2020 alone, despite massive difficulties caused by the COVID-19 pandemic and the world’s serious economic recession, our economy still grew nearly 3 per cent.

According to calculations by the International Monetary Fund, our economy’s scale has hit over $340 billion, placing it on the list of the world’s top 40 largest economies, equivalent to or even surpassing a number of economies with high economic development in the region.

The Economist ranked Vietnam among the top 16 most successful emerging economies globally. And according to the World Bank’s data, with its average annual economic growth of 6.8 per cent in the 2016-2019 period, Vietnam ranked among the top 10 nations with the highest economic growth in the world.

We are happy to see that growth has become more inclusive than in the past, and is now not only visible in urban but also rural, mountainous, border, and island areas. We have also witnessed impressive growth in new emerging localities. The breakthrough growth of these emerging localities has inspired many others to move forward.

The National Assembly highly values the drastic direction and management of the government, the efforts of sectors, and the consensus of the business community and people from all walks of life in the 2016-2020 period, with numerous positive and comprehensive results in socioeconomic development, political stability, and national sovereignty, while continuously raising the country’s status in the international arena.

Last year especially experienced massive difficulties. However, 2020 remained a successful year for Vietnam, and the country is considered a bright spot worldwide as its economic recovery has further strengthened the confidence of the public in the Party and the state. This is a proud achievement made possible by national solidarity, combined with a new momentum for the country to enter the next development period.

National Assembly (NA) members have advanced important solutions for the Socioeconomic Development Plan in 2021. They have also commented on the expected goals and solutions for the country’s 2021-2025 socioeconomic development and the 5-year financial plans, as well as the national middle-term public investment plan for 2021-2025.

However, it is forecast that the country will continue facing numerous major challenges. The NA thus calls for the support and engagement of the government, the business community, and the people to continue promoting the national spirit, solidarity, consensus, proactiveness, and high responsibility to implement the goals of fighting the pandemic and recovering the economy.
