Tra Vinh efficient in propelling public investment

Leveraging diverse measures, Tra Vinh province has seen inspiring results with public investment disbursement in the year to date, and hopes to achieve more than 95 per cent of the government-assigned plan.

The total public investment plan for the Mekong Delta province in 2024 was set at $214.2 million. The estimated disbursed volume in the first nine months of the year reached $151.8 million, reaching over 70 per cent of the plan.

The province plans to disburse $211.3 million for the year, meeting the targets set by the government and Tra Vinh People’s Council.

Several funding sources have posted high disbursement rates, such as $141.2 million state budget funding in the first nine months of the year, and local budgets worth $95 million were disbursed.

As for basic construction spending raised from domestic sources, the total capital plan was set at $27.2 billion, of which $10.4 billion was disbursed in the first six months of the year.

The estimated nine-month disbursed volume reached $19.1 billion, equal to 70 per cent, and the full-year disbursed volume is expected to reach $27.2 billion, reaching the full-year target.

The total capital plan for Tra Vinh approximates $64 million, of which $23.3 million was disbursed in the first half of the year. The estimated nine-month disbursement is $46 million, and the full-year disbursed volume is expected to reach $63.7 million, all but hitting the set goal.

Several funding sources reported high disbursement rates during the period, such as $22 million in central funding, or about three-quarters of the whole-year target.

Central funding earmarked for key projects, ventures with regional connectivity, and the funding set to support economic rebound and development have all surpassed 75 per cent and are expected to well reach the full-year target by the end of 2024.

Many projects have proven effective thanks to having sufficient capital and swift deployment of public investment, such as second-phase traffic infrastructure connecting Tra Vinh city, Chau Thanh, and Cang Long districts to National Highway No.60 and National Highway No.53; climate-adaptive smart agricultural value chain development; and purchasing medical equipment for nearly 100 communal health stations.

In June, Tra Vinh People’s Council approved the proposed public funding plan for 2025, with a total planned capital volume surpassing $183 million.

The aim is to make early and thorough preparations to help project owners complete the procedures to ensure effective disbursement of the province’s plan for next year, creating additional resources for economic growth.

Tra Vinh Party Committee and People’s Committee determined that 2024 was deemed essential to expedite the public capital disbursement plan for 2021-2025 as a whole. To enhance public investment efficiency and strive to fully disburse all allocated capital by the end of 2024, chairman of Tra Vinh People’s Committee has called on departments at all levels to show a strong sense of responsibility, and promptly implement assigned tasks.

Following Resolution No.01/NQ-CP in January, Tra Vinh People’s Committee issued an action plan for socioeconomic development immediately afterwards. It issued specific directives in the following months to address challenges on the implementation of the public investment plan and accelerate the disbursement of public funding towards the end of this year.
