The Mekong Delta province of Hau Giang is committing to creating an upswing in development and optimising investors’ efforts, leveraging its well-conceived development trajectory and bountiful local resources.

This month, Hau Giang will hold a major conference for investment promotion at Hau Giang Convention Centre in an attempt to get exposure to a wider audience, with priority to be placed on industry, agriculture, urban development, and tourism.

The conference also aims to provide a platform for managers, scientists, and investors to meet and discuss policies and mechanisms, as well as present measures for investment attraction that suit local conditions, from there contributing to pushing up the province’s socioeconomic development.

Nguyen Ngoc Hung, director of Hau Giang Department of Planning and Investment, noted that the event will provide investors with transparent and efficient access to local potential, advantages, and key investment projects.

Simultaneously, availing of the occasion, Hau Giang’s leadership will be able to show their strong commitment to speedy and sustainable development along with constantly improving people’s living standards.

To mark the event, Hau Giang would make the debut of the Steering Committee for Investment Promotion and Business Support, acknowledge proposals and grant certificates, and sign minutes for investment cooperation.

In the words of Dong Van Thanh, Chairman of Hau Giang People’s Committee, the available land fund for industrial development in the province remains enormous. “We are awaiting more investors to cultivate their investment projects in the province, with all best conditions offered to them,” Thanh said.

Besides two major industrial zones (IZs), Song Hau IZ in Chau Thanh district and Tan Phu Thanh IZ in Chau Thanh A district, which have filled up by 80 per cent, three investors have registered for infrastructure investment and development of over 700 hectares. These projects are slated for implementation before 2025.

The Hau Giang Investment Promotion Conference 2022 will feature many activities.

It will help promote digital transformation and regional economic development with 50-60 booths across three thematic sessions: digital transformation in agriculture and high-tech agriculture; digital transformation in the hospitality industry; and a symposium on investment promotion and IT products along with services networking.

Part of the conference will be five symposia presenting the potential and opportunities for investment and development in Hau Giang in diverse fields such as manufacturing, agriculture, urban development, tourism, and IT, to be organised by Hau Giang Department of Information and Communications in tandem with Quang Trung Software City Development Co., Ltd.

Enticing developments

With prevailing potential and advantages, and increasingly seamless internal and inter-regional transport infrastructure, Hau Giang has been very appealing to investors.

Nghiem Xuan Thanh, Secretary of Hau Giang Party Committee, unveiled that in the past months the province has been hailing diverse investor groups coming to survey opportunities in IZs as well as urban development and tourism. “Aside from having comprehensive transport and technical infrastructure, crafting an open and friendly investment environment is crucial to attracting investors and businesses to the province,” Thanh said.

He added that the province is strongly committed to building up a pro-business investment environment buoyed by swift, transparent, and efficient procedures, being quick in clearing space and in settling investment, as well as ensuring strong policies and infrastructure in favour of investors.

“The greatest incentive to business is always having the trust and companionship of local leaders,” Thanh said.

Addressing a media brief in the second quarter, Thanh said that key targets set in the province’s development strategy for the 2021-2025 period included improving its ranking on an economic scale, striving to go faster than the country’s average; and raising budget revenues, each year increasing domestic revenue collection for the state budget by $43.4 million during 2021-2025, and collection by 2025 would be double compared to the 2015-2020 period.

Infrastructure investment for growth acceleration is also set as a priority. During 2026-2030, the province’s regional GDP is expected to grow an average of 8-10 per cent, and count more than $565 million in budget revenue.

To steadily forge ahead, Hau Giang has set forth three strategic breakthroughs: human resources development, focusing on improving the quality of key leaders (including those in the non-state sector); building up a seamless policy and mechanism system for local investment and business environment improvement; and having in place a seamless infrastructure system, particularly with transport.

Clearer optimisation

With respect to industrial development, Hau Giang encourages businesses to invest in production, attracting local labourers working in other localities to come back home, giving priority to those using less land and making big contributions to the local budget.

“Businesses doing harm to the environment and making no contribution to the local budget would not be supported for development in the province in the upcoming time,” Thanh noted.

In agriculture, Hau Giang gears towards sustainable agriculture and rural development, shifting into in-depth growth, with revenues and benefit optimisation to better farmers’ lives. The province is also set to propel the pace of urbanisation to constitute a greener, smarter, and more modern urban appearance.

As for tourism, it is a must to materialise the immense local potential, focusing on promoting two distinct products: tours on Xa No Channel and Lung Ngoc Hoang Nature Reserve, along with attracting investment to establish regional and national-level resorts in the province.

Part of the Mekong Delta region, Hau Giang enjoys abounding potential across the board. Apart from the enormous potential for agriculture and processing industry development, Hau Giang acts as a hub connecting road and waterway transport for trade, services, and logistics in the South Hau River region, through diverse national highways.

The province’s local roads conveniently link to the national highway system, helping to facilitate travel and goods circulation for individuals and businesses.

In the immediate future, Hau Giang will accommodate an additional 100km of highways, including Chau Doc-Can Tho-Soc Trang and Can Tho-Ca Mau expressways, creating ample development space for the province, simultaneously turning Hau Giang into a transport development hub for localities in the region.

Today, Hau Giang has a major amount of available land funds in locations adjoining Can Tho city and close to airports and seaports, providing immense potential for real estate, urban development, and logistics.

Hau Giang is also alluring to investors by virtue of incentive policies currently on offer to investors. Many district-level localities in the province are specified as having special difficult conditions for development, and investors doing business in these areas will receive top incentives in terms of corporate income tax, land rent, import duty, water surface rent, and more.
