Positing investment as one of the key solutions to propel socioeconomic development, Hau Giang People’s Committee has enacted its 2024 provincial promotion programme in a bid to entice fresh capital sources.

Activities under the provincial investment promotion scheme will be aligned with Hau Giang’s planning for the rest of the decade and beyond.

Efforts will be geared towards luring foreign direct investment into agricultural and rural development, and boosting the application of science and technology in production to ensure project efficiency and value chain connection for local products.

Priority shall be given to enticing high-tech and eco-friendly projects for the creation of products of high added value that make a considerable contribution to the state budget, using less labour and land, yet generating high investment efficiency.

The southern province aims to pull in projects building modern trade and service venues, upscaled entertainment complexes, 5-star hotels, entertainment areas, and resorts, along with luring investment into infrastructure and the development of ecological tourism services and products protecting the natural environment.

Promotion will be made on a selective basis, geared towards enticing industrial park infrastructure, processing and manufacturing, renewable energy, the supporting industry, and building urban areas, social housing blocks, and logistics infrastructure.

As a locality nestled in the heart of the southern Hau River sub-region, Hau Giang has multiple comparative advantages to propel economic development.

Along with enormous potential for agriculture and processing industry development, the province serves as a hub for transport connections by road and waterway, trade and services, and logistics of the southern Hau River region through numerous national highways.

Hau Giang is also the intersection of three prospective highways: Can Tho-Ca Mau, Chau Doc to Can Tho and Soc Trang, and Ha Tien to Rach Gia and Bac Lieu. Once completed, these routes shall create new development space, providing motivating forces for the province to manage development in diverse fields of industry, trade and services, and urban development.

Hau Giang’s planning towards 2030 is set to turn the locality into a goods transit centre in the Mekong Delta with breakthrough development across the board, leveraging innovation, transformation of growth models, effective exploitation of competitive advantages, and digital transformation.

Simultaneously, it will ensure economical and efficient use of diverse resources for investment in modern technical and social infrastructure; develop the green, circular, and digital economies; and use new economic models rooted in industry, agriculture, urban life, and tourism.

Specifically, it is critical to develop industry to become a key economic sector of the province, forming a system of concentrated, modern, large-scale industrial zones with seamless infrastructure to lure investment into diverse sectors, including high-tech industries, processing and manufacturing, energy, supporting industries, pharmaceuticals and cosmetics, agricultural processing, and logistics.

It is also important to spur the development of high-tech, large-scale agriculture along the value chain closely attached to processing and brand building; transforming key product structure to encompassing fruit trees, rice, and seafood; forming specialised areas for fruit cultivation and livestock breeding powered by high technology.

Developing agriculture combined with promoting ecotourism is also set as a priority. As for fisheries, efforts shall be geared towards developing aquaculture with key products being basa fish, tilapia, and eel; linking processing with market expansion; and ensuring exploitation does not come before resources protection.

The economic value of forests shall be bolstered, combined with accelerating tourism development.

Hau Giang aims to quickly diversify types of services and tourism offerings based on local distinct potential and strengths, creating high quality and state-of-the art products and services of high added value, and striving to turn Hau Giang into a locality with fairly developed trade, services, and tourism in the delta region.

Tourism shall become a key economic sector along with the development of other fields, including diverse products as eco-tours and products associated with agricultural and rural development.

Addressing Hau Giang’s planning announcement conference late last year, Nghiem Xuan Thanh, Secretary of Hau Giang Party Committee, noted that to successfully expedite the set goals, the province should focus on implementing key tasks.

“The core values of the provincial planning shall be implemented in which sustainable development of economy, society, and environment will be the lynchpin, taking the human factor as the centrepiece to drive development,” Thanh said.

Hau Giang shall innovate its growth model using agriculture as the support, industry as the growth pillar, and trade and services as the driving force to propel growth, create jobs, and improve incomes.
