Formosa construction site attracts thousands of Chinese labourers

Latest statistics from Ha Tinh provincial Economic Zone’s management board showed that the number of workers at the Vung Ang Industrial Park reached nearly 40,000 in early October.

Of the total, over 32,000 are Vietnamese while nearly 6,000 are foreign. Over 4,300 are Chinese nationals who mainly work at the Formosa construction site in Vung Ang.

Notably, only around 800 Chinese workers are here legally and nearly 500 others are seeking new permits, meaning that over 3,000 Chinese workers still lack permits.

The demand for labour in the Vung Ang Economic Zone is high, and provincial authorities have made allowances for 11,000 workers even though only about 20% have been licensed.

“We’ve discovered that Formosa has only paid attention to issues that directly affect their bottom line and ignored the requirements of local authorities concerning labour management and security,” the board said.

Many foreign contractors, mostly from China, have not paid proper attention to the management of and licensing of foreign workers.

An anonymous Formosa official attributed the situation to the fact that Chinese workers lack certified background checks from their government.

Meanwhile, under the current Vietnamese regulation, unlicensed workers and those lacking labour insurance are banned from working on construction sites.

“Any employees found with previous violations should be expelled from the country,” said Ho Anh Tuan, head of the provincial Economic Zone’s management board.
