Late last year, a global survey was published ranking countries’ preparedness to deal with a pandemic crisis. The survey measures seemed sensible enough at the time; prevention, response, reporting, financing, and medical infrastructure. The US and the UK were confidently ranked first and second whilst Vietnam ranked a distant 50th place. One year on and the opposite happened. So what did the survey miss? In one word: culture.
