The signing ceremony took place on October 14 at the MPI headquarters, marking a significant milestone in the partnership between the two key government bodies.
Speaking at the ceremony, Nguyen Chi Dung, Minister of Planning and Investment, emphasised that the agreement represents a new chapter in the partnership between the two ministries. He described it as essential to promoting economic development and ensuring national security, in line with the government’s long-term strategy for sustainable growth.
“This signing marks a major milestone in our relationship, paving the way for more systematic, professional, and effective cooperation in the future,” Minister Dung stated. “It will help us fulfil our responsibilities and meet the expectations of the Party and state as we move towards a new era of national growth.”
According to the leadership of the MPI, these efforts will also focus on implementing projects and initiatives to modernise the infrastructure of the people’s public security force, ensuring it is equipped to meet growing demands for security and public order.
Another critical component of the agreement is the evaluation of investment policies for programmes and projects under government regulations. This measure will ensure transparency and accountability in the investment approval process, aligning with the nation’s economic development goals.

In addition to public investment, the two ministries will intensify efforts to combat crime and legal violations in the planning and investment sectors. By working closely, they aim to detect and prevent fraudulent activities that may impact economic stability or compromise government initiatives.
The collaboration will also extend to supporting the digital transformation efforts of the MPI. This includes integrating citizen data, national identification cards, and electronic authentication systems into statistical and administrative processes, ensuring smooth operations and more reliable data management.
For the coordination between the two ministries to be increasingly effective, Luong Tam Quang, Minister of Public Security, directed the police of units and localities to closely follow the 12 contents in the coordination regulations.
Additionally, the ministry has assigned its office as the lead coordinating body, working with the MPI’s corresponding departments to guide implementation. Departments under both ministries are expected to follow the 12 key priorities, translating them into actionable programmes. Quang highlighted the importance of ensuring strict compliance with the agreement and called on police departments at all levels to align their strategies with the new framework to achieve concrete results.
The two ministries will rotate leadership roles in reviewing the progress of their cooperation, regularly evaluating the effectiveness of joint initiatives to ensure they align with the government’s goals. This partnership is expected to promote both economic growth and national security, while also enhancing Vietnam’s public administration system through data-driven digital transformation.
