Dinh Vu Industrial Zone (DVIZ) began at Dinh Vu peninsula, a deserted area mainly used for fishery. DVIZ is different from other industrial zones as it started with no land, no power, no water supply, no access road but with the vision of offering premium and strategic location as the centre of transportation hub.
With consistent support from Haiphong city and international experience in land reclamation, marine and industrial zone engineering, the project gradually gained momentum and has now become a fully-functioning industrial zone with reliable state-of-the art utilities system for power (underground distribution with indoor connection), water, waste water treatment (ISO-certified, operated by Belgian expert Infra Induss), firefighting with redundant pumping capacity, liquids jetty for the petrochemical industry, and more.
DVIZ is a unique zone in the north of Vietnam with its concept of land development where millions of cubic metres of sand were pumped for land reclamation for hectares of sea front land. The confidence, effort and perseverance of the initiators and successors are paid off and visualised over the decade.
Over last two decades, DVIZ has drawn $3 billion in investment from 70 multinational companies from Japan, Germany, America, Vietnam, Singapore, South Korea, and more. Prominent investors include Bridgestone, JX Nippon Oil & Energy, Idemitsu, Shin-etsu, Chevron, PVOil, IHI, Nippon Express, Yusen, Knauf, C.Steinweg, Flat Group, and more. More than 10,000 direct and 50,000 indirect jobs have been created by DVIZ in the industrial service sector, supporting the country’ rapid industrialisation.
DVIZ created the precedent to confirm the feasibility of building on the sea and has created a symbol for a port and industrial development in Cat Hai – Lach Huyen, in which DVIZ/Deep C is also a major player. Expanding to south Dinh Vu (Deep C HP II), Cat Hai (Deep C HP III next to Lach Huyen Deep Sea Port), DVIZ is the good start for the Deep C Industrial Cluster of over 3,000 ha at the centre of mega infrastructures of Haiphong which is the most strategic location in north Vietnam.
The Deep C – DVIZ project has become the symbol of the firm cooperation and relationship between Belgium and Vietnam. Affirming at the ceremony, Rudy Huygelen, Chief of Cabinet, Minister of Foreign Affairs, Foreign Trade and European Affairs of the Kingdom of Belgium said, “The project is the biggest investment of Belgium in Vietnam and probably also one of the oldest, and maybe also the one that has made the biggest impact on the Vietnamese economy and society.”
Development of other expansion projects like this and green energy projects are also welcomed by the governments.
Taking initiatives for sustainable development of Haiphong city and Vietnam, the main shareholder of Deep C/DVIZ project is carrying out green energy projects, including green power generation from renewable energy sources such as water from the sea and waste which is today left unexploited. On the same day of the ceremony, a number of cooperation memoranda of understanding (MOUs) were signed between Rent-A-Port and Haiphong city for green projects.
The leader of the government of Belgium confirms the support for further pursuing of green projects. “The partner Rent-A-Port has a proven track record as a pioneer in the development and exploitation of renewable energy in Europe and particularly Belgium. Hence we are convinced that the correct partners are in Vietnam and we are happy to see this partnership moving to the next level in addition to the development of industrial parks,” said Huygelen.
Another MOU was signed between Daiwa House Vietnam and Dinh Vu Industrial Zone JSC stating cooperation in finding prospective investors for Dinh Vu Industrial Zone and its expansion. Daiwa House is Japan’s largest firm in real estate and construction while Daiwa House Vietnam has been operating since 2012. The cooperation promises more presence and participation of Japanese investors in Haiphong city in its strategic developments.
The ceremony was attended by leaders from the Vietnamese government, Rudy Huygelen – Chief of Cabinet, Minister of Foreign Affairs, Foreign Trade and European Affairs of the Kingdom of Belgium, H.E Jehanne Roccas – Belgian Ambassador in Vietnam, Le Van Thanh – Secretary of Haiphong City Committee Party, the representatives of ministries, business associations, local authority, business partners and the media.
The ceremony included music performance from Vietnamese Suc Song Moi Bamboo Ensemble and Belgian opera singer Anna Pardo. This is one of the social activities of DVIZ to further boost the relationship between Vietnam and Belgium.
