The project, valued at about $2.5 billion, is proposed to be located in the province’s Ngoc Hien district.
Specifically, the southernmost coastal province has asked the premier to authorise the investment proposal and appoint Cong Ly Construction, Trading and Tourism Company Limited as the project developer.
The port had just received the prime minister’s approval to be added to the Mekong Delta port development planning scheme with a view to making the region more widely accessible by big ships.
According to Pham Thanh Tuoi, Chairman of the provincial people’s committee, following a time of survey and investment promotion, Cong Ly Limited has lodged a proposal to the provincial management, seeking to build the Hon Khoai deep-water seaport system with a loan from US-based Eximbank.
Cong Ly Limited has proven to be a capable and experienced investor. It has completed the construction of Ca Mau City waste treatment plant and Bac Lieu wind power plant which have been put into operation.
The company is about to implement another wind power project in the province: the construction of the Khai Long wind power plant.
“Early implementation and completion of the project is of paramount importance, as it helps to lure investment to the Nam Can Economic Zone (EZ) and foster defence and security,” said Tuoi.
Under Cong Ly Limited’s proposal, Hon Khoai port will be located on Hon Khoai Island, some 17km away from the coastline and 42km from the Nam Can EZ.
If approved, the investor will build a wharf with an embankment, accessible to ships up to 100,000 dead-weight-tonnages (DWT).
The capital investment is estimated at about $2.5 billion, 85 per cent of which will be provided as a loan from US Eximbank, and the remaining 15 per cent coming from the company’s equity.
The project will be implemented in the period 2016-2020.
