The announcement of Ho Chi Minh City People’s Committee of Directive No.16/CT-TTg which requires stay-at-home citywide from last Friday essentially implemented a lockdown of its nine million inhabitants. Given recent growth in COVID-19 numbers in the metropolis, it was clear that the authorities were required to put further restrictions in place for Ho Chi Minh City, as the prior restrictions did not restrict the transmission of the coronavirus sufficiently and present a real risk to the people of Vietnam.
