In March, the country imported nearly 1.2 million tonnes of petroleum products totalling $1.46 billion, representing a 13 per cent on-month increase in volume and a surge of 94 per cent in value due to skyrocketing prices in the global market.</p>    <p>In the first quarter of 2026, crude oil imports saw a 15 per cent decrease against last year’s period, reaching more than 3.1 million tonnes, worth nearly $1.7 billion.</p>    <p>The share increase in import value is attributed to the rising global oil prices amid the escalation of the <a href="https://vir.com.vn/search_enginer.html?p=search&amp;q=Middle%20East">Middle East</a> conflict. Businesses have stepped up imports and source diversification to avoid domestic fuel shortages.</p>    <p>In March, key businesses and import traders purchased approximately 3.2 million cubic metres of petroleum products. This, coupled with existing inventories, helps ensure the supply until the end of April.</p>    <p>The Ministry of Industry and Trade is building plans for the upcoming months. Some measures include increasing supply, enhancing domestic production, diversifying sources, developing environmentally friendly alternative fuels such as biofuels, and enhancing commercial reserve capacity.</p>    <p>As reported by Business Insider on April 13, oil prices spiked past $100 per barrel after the US administration imposed a blockade of the Strait of Hormuz in response to failed peace talks between Iran and the US.</p>    <p>Oil prices have skyrocketed globally since the US and Israel's <a href="https://vir.com.vn/search_enginer.html?p=search&amp;q=Middle%20East">war</a> on Iran began in February. Iran retaliated by effectively closing traffic through the Strait of Hormuz. The system is also built with scalable architecture, enabling a multiple-fold increase in order volume while maintaining stable performance.”</p>    <p>Cushman &amp; Wakefield's latest Asia-Pacific Data Centre Construction Cost Guide, published on April 6, points to Vietnam as a market to watch in the next wave of regional data centre development.</p>    <p>The guide placed Vietnam among the region's more cost-competitive markets, with construction costs ranging from $5.7 million to $8.7 million per MW and a mid-range cost of $7.2 million per MW, while annual construction cost inflation remains relatively moderate at 3.8 per cent.</p>    <p>The market is covered in the guide through Hanoi and Ho Chi Minh City, and is beginning to show greater scale, with around 73MW of operational capacity and a further 137MW in pipeline by 2030. 			<content:encoded><![CDATA[<p>As Vietnam and Thailand mark 50 years of diplomatic relations, C asean Vietnam hosted the 2026 C asean Vietnam Group Sharing on April 10 in Hanoi, creating a platform for multi-stakeholder dialogue to reflect on bilateral cooperation and explore new avenues to deepen ties amid ASEAN’s evolving landscape.</p>    <p>Pham Quang Vinh, former Deputy Minister of Foreign Affairs of Vietnam and former ASEAN Senior Officials' Meeting Leader of Vietnam, explained that relations between the two countries are underpinned by enduring geographical and cultural linkages, from the shared Mekong basin to a common rice-based civilisation and community-oriented way of life.</p>    <p>“Despite periods of geopolitical complexity, our two nations have steadily consolidated cooperation across diplomatic, economic, and people-to-people channels within ASEAN. However, he also recommended developing assessments and scenarios if the conflict is prolonged, so that appropriate policy responses can be prepared.</p>    <p class="normalPara" data-end="2154" data-start="1865">Sharing this view, delegate Bui Thi Quynh Tho from Ha Tinh province said that amid unusual difficulties stemming from the Middle East conflict, which has had ripple effects on economic activities, the government’s management approach has been shifting strongly towards proactive adaptation.</p>    <p class="normalPara" data-end="2376" data-start="2156">Tho added that policy scenarios should be aligned with fluctuations in the global economy, particularly energy volatility and tariff policies of the United States.</p>    <p class="normalPara" data-end="2674" data-start="2378">Regarding fiscal policy, she recommended reassessing the extent of state budget revenue declines in 2026 due to reductions in various taxes and fees, especially those on fuel.</p>    <p class="normalPara">“Current projections were developed earlier and may not fully reflect revenue losses resulting from tax cuts,” she noted.</p>    <p class="normalPara" data-end="2894" data-start="2676">On monetary policy, Tho urged the government to provide further analysis of recent liquidity shortages in the banking system, examining why interest rates have risen while household deposits have continued to increase.</p>    <p class="normalPara" data-end="3134" data-start="2896">According to Tho, it is necessary to clarify the banking system’s capacity to supply capital, along with other funding channels, to ensure resources are aligned with the double-digit growth target for 2026 and the entire 2026–2030 period.</p>    <p class="normalPara" data-end="3367" data-start="3136">Regarding the medium-term public investment plan for 2026-2030, she expressed concern over the projected total capital of VND8.22 quadrillion, equivalent to approximately $328.8 billion, covering a wide range of proposed projects.</p>    <p class="normalPara" data-end="3564" data-start="3369">Given limited budget resources, she stressed the need to review the medium-term public investment portfolio to ensure investments are targeted, effective, and consistent with available resources.</p>    <p class="normalPara" data-end="3832" data-start="3566">Responding to lawmakers’ concerns, DPM Thang said the five-year socioeconomic development plan for 2026–2030 sets much higher targets than in the previous period, based on two strategic goals defined by the 14<sup>th</sup> National Party Congress.</p>    <p class="normalPara" data-end="3947" data-start="3834">To achieve these strategic goals, Vietnam has no alternative but to maintain high growth over an extended period.</p>    <p class="normalPara" data-end="4248" data-start="3949">“Although the double-digit growth target is very challenging, Vietnam still has substantial room for development. The internal strength of the economy remains significant, with considerable potential and advantages, while Vietnam’s GDP size is still modest compared to developed countries,” DPM Thang said.</p>    <p class="normalPara" data-end="4394" data-start="4250">“Despite the ambitious targets, if we make full efforts – with intelligence, determination, and innovative actions – we can succeed,” he stated.</p>    <p class="normalPara" data-end="4698" data-start="4396">However, he cautioned that relying on traditional <a href="https://vir.com.vn/from-easy-money-to-selective-bets-investment-prospects-for-vietnam-in-2026-144138.html">growth drivers </a>such as land, low-cost labour, and natural resources would make it difficult to sustain high growth over the long term. Instead, the core drivers in the coming period must be science and technology, innovation, and digital transformation.</p>    <p class="normalPara" data-end="5087" data-is-last-node="" data-is-only-node="" data-start="4700">DPM Thang added that total resource demand for 2026-2030 is estimated at more than VND38 quadrillion ($1.52 trillion), of which public investment accounts for about $320 billion, or roughly 22 per cent of total capital needs. The remainder will need to be mobilised from domestic and foreign enterprises, investment funds, and financial markets.</p>    <p class="normalPara">The DPM noted that the room for monetary policy has reached its limits, with credit growth in 2025 climbing to 19 per cent. As a result, fiscal policy will need to play a greater role in the period ahead.</p>    <p class="normalPara" data-end="499" data-is-last-node="" data-is-only-node="" data-start="224">“Beyond tax and fee policies, the government is focusing on developing the stock market into the primary channel for mobilising medium- and long-term capital for the economy. Land clearance costs, estimated at VND10.27 trillion ($396 million), will come from the state budget.</p>    <p>The 120.2 km line spans Hanoi, Bac Ninh, Haiphong, and Quang Ninh. It features a double-track system with a 1,435 mm gauge, full electrification, and a maximum speed of 350 km/h, except for the section through Hanoi where speeds are limited to 120 km/h.</p>    <p>The project will utilise modern high-speed trains with signalling and equipment systems supplied by Siemens Mobility. Technology will be gradually transferred to VinSpeed during operation.</p>    <p>The line will begin at Co Loa station near Hanoi's Vietnam Exhibition Centre and end at Halong station in Quang Ninh. It will pass through three transfer stations – Gia Binh (Bac Ninh), Ninh Xa (Haiphong), and Yen Tu (Quang Ninh) – with a depot located at Halong station.</p>    <p>Bui Van Khang, Chairman of Quang Ninh People's Committee, described the railway as a strategic infrastructure project connecting the four provinces and cities.</p>    <p>"This project holds special significance, contributing to the concretisation of the Central Party Committee's action programme implementing the Resolution of the 14<sup>th</sup> National Party Congress," he said. "It also aligns with Resolution No.30 of the Politburo on socioeconomic development and ensuring national defence and security in the Red River Delta region."</p>    <p>Khang added that the initiative represents a breakthrough in modern transportation infrastructure, boosting regional and inter-regional connectivity, particularly for the Northern key economic region and the Red River Delta. "The route forms a high-speed connecting axis, shortening travel time, enhancing connectivity, and spreading development," he said.</p>    <p>The undertaking is expected to reshape the development landscape, creating conditions for provinces and cities to leverage their comparative advantages, forming economic corridors and value chains that link regions while enhancing competitiveness and international integration.</p>    <p>The Hanoi-Quang Ninh line is the second railway venture being implemented by VinSpeed. 			<title>MoH urges hospitals to accelerate electronic medical records</title>

However, the ministry admitted that in some areas, the quality of EMR implementation has not met requirements and has yet to fully replace paper records.</p>    <p>To address the shortcomings, the MoH issued Document No.04/CT-BYT on April 7, urging medical facilities to accelerate the transition. The Minister Lan has requested that heads of health units at all levels take direct responsibility, treat EMR rollout as a core task, prioritise resource allocation, and ensure vigorous implementation.</p>    <p>Provincial and city health departments, along with health departments of other ministries and sectors, are responsible for advising local People's Committees and governing bodies on allocating sufficient resources and ensuring timely implementation at facilities under their management.</p>    <p>The ministry has also required healthcare facilities to review their current situation, develop specific plans, and mobilise resources to complete the rollout on schedule.</p>    <p>Units under the MoH and the National Centre for Health Information are tasked with updating and refining professional guidelines to ensure synchronised implementation. 			<content:encoded><![CDATA[<p class="normalPara">On April 12, with 100 per cent of attending deputies voting in favour, the National Assembly (NA) adopted a resolution introducing a number of provisions on environmental protection tax, VAT, and special consumption tax (SCT) applicable to petrol, oil products, and aviation fuel.</p>    <p class="normalPara" data-end="599" data-start="366">Under the resolution, the environmental protection tax on petrol (excluding ethanol), diesel, kerosene, mazut, and aviation fuel is set at VND0 per litre. The SCT rate on all types of petrol is also zero per cent.</p>    <p class="normalPara" data-end="740" data-start="601">Petrol, diesel, kerosene, mazut, and aviation fuel are not subject to VAT declaration and payment; however, input VAT remains creditable. environmental protection tax, VAT, and SCT as stipulated in this resolution, and will report such actions to the NA at its nearest session.</p>    <p class="normalPara" data-end="1623" data-start="1349">During the period this resolution is in force, in the event of any discrepancies between its provisions and those of other legal documents concerning environmental protection tax, It also serves as an effective tool for regulatory agencies in inspecting and monitoring food safety.</p>    <p>The process is based on the Food Safety Law, Decree 15 of 2018, and Circular 18 of 2019, which guide good manufacturing practices in the production and business of health supplements. It was developed over an extended period with input from specialised units, experts, and industry businesses.</p>    <p>The Food Safety Authority is now developing a plan and establishing assessment teams to implement the issuance and re-issuance of GMP certificates for manufacturing facilities.</p>    <p class="normalPara">According to IMARC Group, the Vietnamese health food market reached nearly $900 million in 2024 and is expected to exceed $1.95 billion by 2033. The agreement marks a further step in Vingroup’s roadmap to expand its integrated multi-sector ecosystem in India, underscoring its long-term investment commitment and consistent development strategy in the country.</p>    <p>Under the MoU, Vingroup and the state of Maharashtra, acting through the Mumbai Metropolitan Region Development Authority (MMRDA) and the government of Maharashtra's Department of Industries, will establish a broad collaborative framework to explore investments across multiple sectors in the Mumbai Metropolitan Region and broader Maharashtra, amounting to approximately $6.5 billion, including integrated urban townships, electric mobility solutions, renewable energy, and social and public infrastructure.</p>    <p>In urban development, Vingroup will explore the development of integrated urban townships spanning approximately 1,000 hectares, comprising residential, commercial, education, healthcare, and integrated amenity components. The total estimated investment is around $5 billion, aimed at creating new growth centres near Mumbai, including emerging growth zones such as Mumbai 3.0.</p>    <p>In electric mobility, Vingroup, through GSM India, proposes to deploy a large-scale electric taxi fleet and mobility-as-a-service platform, targeting approximately 60,000 electric vehicles for Mumbai and broader Maharashtra. With an estimated investment of approximately $1.5 billion, the initiative is expected to create tens of thousands of jobs over the next three to five years, while accelerating the transition to greener mobility across the state.</p>    <p>In energy, Vingroup, through VinEnergo, will explore opportunities for large-scale renewable energy investments, in alignment with India’s energy transition roadmap and net-zero emissions targets.</p>    <p>In parallel, through its member companies such as Vinschool, Vinmec, and Vinpearl, Vingroup will explore the development of social and public infrastructure projects across education, healthcare, public electric bus transportation, and tourism services, contributing to the completion of its integrated ecosystem in the local market.</p>    <p>On the government side, the state of Maharashtra and MMRDA will support Vingroup in land identification, project planning, facilitation of statutory approvals, provision of connectivity infrastructure, and consideration of applicable incentives in accordance with prevailing regulations, to enable the exploration and implementation of the proposed investments.</p>    <p>The MoU with Maharashtra further strengthens Vingroup’s footprint in India, expanding its network of partnerships across key states and creating additional headroom for implementation in the next phase. The 2026 Index sees Asia Pacific (APAC) claiming the largest share of the ranked markets (10 out of 25) for the first time in more than a decade, amid a global investment environment shaped by intensifying geopolitical tensions, expanding industrial policy, and accelerating technological competition.<br />  <br />  The survey, conducted in January 2026 among more than 500 senior executives from leading corporations worldwide, shows that companies remain committed to international investment despite mounting uncertainty. Eighty-eight percent of respondents say they plan to increase foreign direct investment over the next three years, signaling sustained confidence in long-term global opportunities.<br />  <br />  The United States and Canada retain their first and second positions on the Index. Japan rises to third, and China (including Hong Kong) climbs to fourth. Singapore (8th), South Korea (11th) and India (22nd) post gains as Thailand (20th) and Malaysia (21st) re-enter the top 25 list after three and 12 years respectively— reflecting a strong showing from APAC.<br />  <br />  "The APAC region emerges as a winner as investors recalibrate how they make decisions in a more turbulent operating environment," said Shigeru Sekinada, Region Chair, Asia Pacific at Kearney. "The technological capability, economic growth potential, and geopolitical relevance offered by the top-ranking APAC markets make them choice FDI destinations among a business community that is both actively pursuing emerging opportunities and attentive to mounting complexities and risks."<br />  <br />  Middle powers and emerging markets attract renewed investor interest<br />  <br />  Most APAC markets in the top 25 list saw improvements in rankings, but none as remarkable as Singapore, which rose from 15th to 8th place. This leap can be attributed to the city-state's reputation as a hub for R&amp;D and innovation, supported by tax incentives, research grants, and partnerships. One third (34 percent) of investors in the survey cite Singapore's technological innovation as the strongest reason to invest there, followed by its economic performance (30 percent), driven by expansions in biomedical manufacturing and electronics, and sustained AI-driven semiconductor and server related growth.<br />  <br />  Singapore's significant gain in this year's Index, alongside those of markets like Saudi Arabia, reflects the rise of "middle powers"—markets that are neither great powers nor small states but still exercise meaningful influence in international politics and generally abide by global rules and norms.<br />  <br />  Meanwhile, emerging markets remain dynamic and increasingly interconnected with global investment flows. China ranks as the top market on the Emerging Markets Index for the third consecutive year. Thailand and Malaysia (6th and 7th on the Emerging Markets Index) post some of the largest gains in the rankings while Vietnam (16th) rises three spots.Investor sentiment toward emerging markets has improved modestly year over year, suggesting that companies are increasingly looking beyond traditional investment hubs as they expand supply chains and pursue growth opportunities across a broader set of emerging markets.<br />  <br />  Innovation drives investment decisions<br />  <br />  Technological and innovation capabilities rank as the most important factor influencing where companies choose to invest, surpassing traditional considerations such as regulatory efficiency and domestic economic performance. As investment in artificial intelligence, digital infrastructure, and data-driven technologies accelerates worldwide, markets with strong innovation ecosystems are increasingly viewed as the most attractive destinations for long-term investment.<br />  <br />  Investors cite technological innovation as the strongest or tied strongest reason to invest in 10 of the 25 markets on the Index, including Japan, China, Singapore, South Korea, and Taiwan (China).<br />  <br />  Geopolitical risk and industrial policy reshape the investment landscape<br />  <br />  Executives remain alert to rising global risks even as investment intentions remain strong. Geopolitical tensions rank as the most likely development over the next year (36 percent), followed by commodity price increases and political instability in developed markets (30 percent).<br />  <br />  "Geopolitical instability and rising commodity prices have proven to be major factors impacting global business this year, as reflected in the current Middle East conflict. Supply chain resilience, diversification of energy sources and government policies will be crucial for markets to maintain their attractiveness in the eyes of investors in the medium term," said Sekinada.<br />  <br />  At the same time, industrial policy is playing an increasingly central role in shaping investment decisions. According to the survey, 84 percent of investors globally say industrial policy is extremely or very important in determining where they invest, and 57 percent believe it has a positive impact on their company's business performance.
