To what extent can battery storage realistically solve this if transmission expansion lags behind generational growth?</strong></p>    <p style="text-align: justify;">Curtailment of wind and solar power is a common, temporary challenge in rapidly growing renewable markets, arising from the mismatch between generation and grid transmission capacity. Technically, this can be addressed through multiple approaches, including grid expansion, optimised dispatch, and deployment of flexible resources.</p>    <p style="text-align: justify;">Drawing on Windey’s 50+ years of experience and global best practices, battery energy storage is currently one of the most practical and effective solutions. By smoothing renewable output, performing peak shaving, and enabling local consumption, storage can help mitigate curtailment caused by grid congestion.</p>    <p style="text-align: justify;"><strong>What policy milestones or regulatory clarity would Windey need to see within the next 12–24 months to scale up its storage portfolio in Vietnam, and what does your own technical roadmap look like?</strong></p>    <p style="text-align: justify;">While clear planning and regulatory frameworks are undoubtedly important for the energy transition, we also believe that commercial drivers will offer investors a broader perspective. We take into account multiple factors, load characteristics, local natural resources, construction conditions, tariff mechanisms, and customer usage patterns, and conduct extensive system simulations and iterations.</p>    <p style="text-align: justify;">On the basis of ensuring power security and system stability, we aim to achieve the optimal technical configuration for a lifespan of 20 to 25 years. Energy storage, while important, is just one component within our broader system design approach.</p>    <p style="text-align: justify;">Electrochemical storage and hydrogen share the same fundamental nature, they are both different forms of energy, each with its own strengths, weaknesses, and application scenarios. From a technical perspective, the study of power consumption characteristics (load profiles) is a key focus.</p>    <p style="text-align: justify;">Our energy storage systems serve as an integral part of the microgrid framework, providing stable power input to support Windey’s green hydrogen, ammonia, and methanol business. In China, we already have a green methanol project under construction, with an annual capacity of 120,000 tonnes, scheduled to begin production by the end of 2027.</p>]]></content:encoded>

Throughout the trial run, <a href="https://vir.com.vn/search_enginer.html?p=search&amp;q=PV%20Gas">PV GAS</a>' engineers and staff maintained 24/7 monitoring, closely controlling key parameters such as temperature, pressure, vibration, and equipment displacement to ensure safe operations.</p>    <p>The upgrade significantly boosts regasification capacity, enabling the Thi Vai LNG terminal to meet demand from power plants managed by the National Power System and Market Operator, particularly during the peak dry season.</p>    <p>The capacity upgrade of the terminal takes places amidst potential risks in the global energy supply chain. The facility continues to play a critical role in the gas supply chain, contributing to a stable fuel source for electricity generation in the Southeast region.</p>    <p>With increasingly developed infrastructure, proven operational capability, and strong adaptability, PV GAS continues to play a pivotal role in Vietnam’s gas industry, helping ensure national energy security and meet the country’s growing energy demand.</p>    <p>Since its inauguration in 2023, Thi Vai LNG Terminal has remained the largest LNG terminal in Vietnam, with a current capacity of one million tonnes per year. Standardising the storage, management, and sharing of prescription information nationwide is a major step forward in building a modern healthcare system, contributing to the improvement of EMRs and enhancing general healthcare.</p>    <p>Deputy Minister of Health Nguyen Tri Thuc said that for the country to meet its goals, the needs for digital transformation and administrative procedure reform in the health sector were becoming increasingly urgent, especially in terms of institutions, data, and infrastructure.</p>    <p>The deputy minister requested that units continue to coordinate with the National Centre for Health Information to complete the remaining shortcomings and areas needing supplementation, progress implementing EMRs and electronic health books, and to more decisively restructure the group of medical databases and accelerate the progress of establishing the technical framework for 14 medical databases this year.</p>    <p>He also asked for stronger coordination with the Government Office and relevant ministries and agencies to clean and ensure the availability of data provided to the National Public Service Portal, contributing to breakthroughs in science, technology, innovation, and national digital transformation.</p>    <p>The Ministry of Health is planning to reduce many investment and business conditions in medical examination and treatment. While the non-life segment has maintained positive growth momentum, supported by rising demand for asset protection, healthcare, and short-term risk coverage, life insurance has yet to emerge from the prolonged downturn that began in 2025.</p>    <p>Speaking to VIR about shifting consumer sentiment, BIDV MetLife CEO Elena Butarova noted that inflation is not only a cost issue but also a factor that was significantly reshaping consumer behaviour.</p>    <p>“As living costs rise and household budgets tighten, consumers tend to shift from needs-based spending to prioritising essential values. In that context, insurance is not eliminated from spending plans, but customers become more selective, demanding transparency, efficiency, and optimised protection value. This creates pressure for life insurers to restructure both their products and market approach,” she said.</p>    <p>To adapt, insurers are rapidly transitioning towards flexible, personalised product design models. Instead of rigid insurance packages, customers are increasingly empowered to adjust product structures according to their financial circumstances at different life stages. At the same time, companies are placing greater emphasis on the long-term value of insurance.</p>    <p>According to industry experts, the impact of current geopolitical and economic conditions is not merely cyclical but is reshaping how the life insurance sector operates and grows.</p>    <p>Interest rate pressures, inflation, and financial market volatility are forcing <a href="https://vir.com.vn/insurers-weather-q4-shock-to-deliver-solid-growth-147689.html">insurers</a> to shift from scale-driven expansion to quality-focused strategies, prioritising risk control, capital optimisation, and sustainable product development.</p>    <p>One clear example is the rollout of next-generation product ecosystems that integrate protection, savings, and healthcare benefits, aligned with the practical needs of Vietnamese consumers.</p>    <p>Alongside product innovation, pricing strategies are also being adjusted towards a more long-term and sustainable direction</p>    <p>According to Butarova, the challenge of inflation can only be addressed through disciplined investment thinking and prudent financial management.</p>    <p>In addition, to ease cash flow pressure on customers, insurers have diversified premium payment options. Allowing quarterly payments instead of annual schedules enables policyholders to better balance their finances while maintaining long-term coverage.</p>    <p>Another notable trend, according to Butarova, is the shift from a ‘pay-out upon risk occurrence’ model to one focused on ‘accompaniment and value creation’. Under this approach, insurance is no longer a passive product but becomes part of a broader health and lifestyle ecosystem.</p>    <p>Companies such as BIDV MetLife are integrating additional services including health consultations, testing, at-home vaccinations, and programmes aimed at raising awareness of self-care.</p>    <p>The goal is to deliver tangible value in the present, rather than focusing solely on future benefits. This approach not only strengthens customer engagement but also helps reshape perceptions of insurance – from a purely financial instrument into a life companion.</p>    <p>Given current developments, the insurance market in 2026 is expected to remain polarised. The non-life segment is likely to sustain growth on the back of demand for asset and health protection, while life insurance may require more time to recover.</p>    <p>However, inflationary pressure and shifting consumer behaviour could also act as catalysts for industry restructuring. 			<content:encoded><![CDATA[<p>Early on April 8, FTSE Russell released the results of its interim review under the March equity market classification assessment, confirming that Vietnam is scheduled to be reclassified from frontier market to emerging market, effective September 21.</p>    <p>FTSE Russell also published a provisional list of Vietnamese equities meeting the screening criteria for inclusion in the FTSE Global All Cap Index, based on data as of the close on December 31, 2025. The report also outlined Vietnam’s projected weightings across relevant indices post-upgrade.</p>    <p class="normalPara">Pham Luu Hung, chief economist and head of SSI Research, noted that the actual upgrade implementation will be conducted in four tranches rather than evenly distributed as initially expected, with uneven intervals between phases.</p>    <p class="normalPara">Specifically, the first tranche is scheduled for September, followed by a second in March 2027 with an estimated weighting of around 20 per cent. The remaining allocation will be deployed in two subsequent tranches, each accounting for roughly 35 per cent.</p>    <p class="normalPara">“Notably, capital inflows in the first tranche this September are expected to be relatively modest, at just over $150 million, implying limited short-term impact on actual market liquidity,” said Hung.</p>    <p class="normalPara">While passive fund inflows in the initial phase may be subdued, Hung underscored that the most significant positive development is Vietnam’s formal upgrade, which opens the door to the global institutional investor ecosystem.</p>    <p class="normalPara">He added that within the next year, particularly during the June 2026 and June 2027 review cycles, the probability of Vietnam being added to MSCI’s watch list is very high.</p>    <p class="normalPara">“Once major funds such as Vanguard and global brokerages begin operating more effectively in Vietnam following the FTSE upgrade, this will serve as a critical foundation for MSCI to reassess Vietnam’s status. At that point, MSCI will have little reason to maintain concerns over operational or infrastructure issues as grounds for exclusion,” Hung said.</p>    <p class="normalPara">“Vietnam currently meets approximately 10 out of MSCI’s 18 criteria. With the implementation of a central counterparty clearing system expected around late 2026 to early 2027, the market could satisfy at least three additional key requirements. Importantly, large institutional investors tend to prioritise MSCI indices over FTSE Russell due to significantly larger benchmarked capital. Therefore, inclusion on MSCI’s watch list would provide a much stronger boost in both sentiment and capital inflows.”</p>    <p class="normalPara">Addressing investor concerns over continued net foreign selling despite the upgrade news, Hung emphasised that positive impacts are not absent but rather have yet to materialise.</p>    <p class="normalPara">“Currently, major financial institutions are actively conducting overseas roadshows to connect with international funds that have not yet established accounts in Vietnam. The ongoing net selling trend largely reflects a broader global risk-off sentiment amid rising oil prices and a strong US dollar, affecting most emerging markets, not just Vietnam,” Hung told <em>VIR</em>.</p>    <p class="normalPara">Overall, SSI views the upgrade story as a long-term catalyst, with passive fund disbursements expected to begin in September rather than immediately. The VN-Index surged by 58.66 points, or 3.5 per cent, to 1,736.20, while the HNX-Index gained 5.1 points to 251.8.</p>    <p class="normalPara">Market liquidity remained robust, with over 773 million shares traded, equivalent to a total transaction value of over $766.5 million.</p>    <p class="normalPara">Pham Tuyen, director of Brokerage at KIS Vietnam Securities, said the continued monitoring and clear roadmap towards emerging market status represent a pivotal milestone for Vietnam’s equity market.</p>    <p class="normalPara">“This serves as a crucial anchor for investor sentiment, helping ease foreign selling pressure and potentially reversing flows back into net buying,” he said. “The September upgrade timeline reflects the substantial efforts of regulators, including the Ministry of Finance and the State Securities Commission, under the government’s close direction.”</p>    <p class="normalPara">Tuyen added that the rally has fuelled strong capital inflows into previously underperforming sectors such as banking, securities, and especially large-cap stocks within the VN30 basket.</p>    <p class="normalPara">Large-cap names led the rally, with VIC acting as a key driver by contributing 14.54 points to the VN-Index. Other heavyweights such as VHM, VCB, TCB, and BID collectively added more than 13 points, providing a solid foundation for market sentiment.</p>    <p class="normalPara">Capital also flowed into leading stocks including SSI, SHS, VIX, MBB, CTG, and VCB. Notably, HPG saw particularly strong inflows, while MSN and MWG maintained solid gains, helping the VN-Index sustain an increase of nearly 3 per cent.</p>    <p class="normalPara">However, Tuyen cautioned investors to remain prudent: “Despite the market’s strong rally, investors should avoid chasing prices at all costs. China and Hong Kong remained Vietnam’s largest market, with export turnover reaching approximately $764 million, up nearly 45 per cent compared to the same period last year. In March alone, exports to this market exceeded $250 million, rising more than 50 per cent.</p>    <p>According to VASEP, growth from China in Q1 was driven by three main factors.</p>    <p>First, seasonal demand linked to the Lunar New Year. In 2026, Lunar New Year fell in mid-February, driving strong import demand for seafood – particularly whole-form shrimp, live seafood, and premium consumption products – from late last year through the early part of Q1.</p>    <p>Second, underlying demand remained robust in the mid- to high-end segment. Import data show that China continued to increase shrimp imports in the first two months of the year, with growth of around 18 per cent.</p>    <p>Notably, in the live lobster segment, changes in tariffs and supply from Canada created a ‘market gap’, opening up clear opportunities for alternative suppliers, including Vietnam.</p>    <p>Third, geographical proximity and supply chain flexibility enabled <a href="https://vir.com.vn/foreign-investors-strike-big-as-vietnamese-firms-enter-new-growth-cycle-150053.html">Vietnamese firms</a> to better capitalise on short-term demand spikes in this market, particularly during peak consumption periods.</p>    <p>In contrast to China, other key markets have yet to show clear signs of recovery.</p>    <p>Exports to the United States declined by more than 10 per cent in Q1, remaining the largest bottleneck due to both weak demand and technical barriers such as MMPA/COA regulations, as well as tariff-related obstacles including anti-dumping duties on shrimp. Meanwhile, exports to Japan and South Korea also fell by around 10 per cent, reflecting subdued consumption.</p>    <p>In the EU market, exports were largely flat, indicating stable but insufficient demand to drive growth. However, the bloc still presents opportunities in whitefish and products that meet sustainability standards.</p>    <p>On the positive side, markets such as ASEAN, Australia, Taiwan (China), and several emerging markets continued to expand, contributing to export diversification.</p>    <p>Heading into Q2, VASEP expects China and Hong Kong to remain the largest contributors to Vietnam’s seafood export growth. In addition, they also discussed the construction of future seaports, sustainability and human-centred architecture, and waterproofing solutions.</p>    <p>French Ambassador to Vietnam Olivier Brochet emphasised that the construction sector plays a crucial role in the fight against climate change, accounting for a large proportion of global emissions and having significant economic importance, contributing 11 per cent of global GDP and 7 per cent of global employment.</p>    <p>The ambassador also stated that the transition to sustainable cities requires the participation of many stakeholders, from the government and businesses to research organisations and investors, and international cooperation. In the fields of construction, energy, and materials, France's strengths also perfectly align with Vietnam's development orientation, according to Giroux.</p>    <p>According to Vice Chairman of Ho Chi Minh City People's Committee Nguyen Loc Ha, the city is one of the leading localities in the country in cooperation with France, with bilateral trade turnover reaching over $723 million in 2025 and 433 French projects totalling over $2.2 billion.</p>    <p>Ha stated that this annual conference provided a comprehensive and strategic overview of urban development, in line with the spirit that Ho Chi Minh City is pursuing: development through integrated, interdisciplinary, interregional thinking, and multi-stakeholder cooperation.</p>    <p>Ho Chi Minh City is currently focusing on finalising a draft law on urban development and a master plan for the metropolis. Compared with several regional markets, Vietnam has maintained relatively strong momentum. Destinations such as Phu Quoc and Danang are gradually improving their market positioning as they mature and develop further,” Palmqvist said.</p>    <p style="text-align: justify;">According to Savills Hotels, from a supply perspective, future hotel development in the next three years will remain concentrated in coastal destinations, with Danang and Phu Quoc leading in pipeline volume.</p>    <p style="text-align: justify;">Phu Quoc is seeing accelerated development in preparation for APEC 2027. More than 10,000 keys, equivalent to 70 per cent of existing inventory, are currently under development and are scheduled for completion by the end of 2027 to support the anticipated influx of international demand tied to the event.</p>    <p style="text-align: justify;">“While APEC presents a significant demand catalyst, its success will depend not only on the delivery of new hotel supply, but also on the readiness of connectivity, local infrastructure, logistics capabilities, and the effective coordination across the broader tourism and service ecosystem,” added Gasparotti.</p>    <p style="text-align: justify;">As Vietnam enters this next phase, attention is increasingly shifting from cyclical recovery to deeper structural reforms required to support long-term stability and demand creation across residential and hospitality sectors.</p>    <p style="text-align: justify;">Do Hieu, CEO of VinaLiving, explains that in hospitality, the focus must shift towards disciplined supply management and value-driven zoning, where content, culture, and activities become core products, helping destinations generate demand and overcome seasonality.</p>    <p style="text-align: justify;">“The greatest challenge lies in supply management. Many tourism destinations in Vietnam have expanded too rapidly and beyond actual demand, while tourism products still lack depth in terms of visitor experience. Success does not depend on the number of hotel rooms, but on the ability to create a destination ecosystem built around culture, cuisine, entertainment, and experiential offerings,” said Hieu.</p>    <p style="text-align: justify;">Branded residences are receiving higher global interest, underpinned by sustained demand growth and expanded brand participation across key markets.</p>    <p style="text-align: justify;">Globally, the branded residence segment continues to build a strong presence, recording a compound annual growth of 10.9 per cent, doubling the pace of hotel and real estate markets. By the end of 2025, over 900 global projects were operational, with the top 10 hotel operators collectively managing portfolios of more than 400 branded collaborations.</p>    <p style="text-align: justify;">In Vietnam, the market has recently seen an increase in branded developments across the two key urban centres. These projects are also becoming more diversified in terms of positioning, expanding beyond the traditional luxury segment.</p>    <p style="text-align: justify;">Nguyen Uyen, associate director, Savills Hotels, commented that Vietnam’s branded residence market is reaching an important turning point, with a strong shift from resort developments to urban projects in Ho Chi Minh City and Hanoi.</p>    <p style="text-align: justify;">“The growth of this model is driven by several factors, especially the expansion of high-net-worth individuals and the strong trust buyers place in developments backed by international brands. As a result, branded residences are emerging as a key long‑term strategy for developers anticipating changing buyer profiles,” said Uyen.</p>    <p style="text-align: justify;">Over the past year, Vietnam sustained a strong recovery trajectory, emerging as a standout performer amid the gradual rebound of global tourism.</p>    <p style="text-align: justify;">The country welcomed more than 21 million international arrivals, representing a 20.4 per cent increase and significantly outperforming the broader Asia‑Pacific, which recorded growth of 5 per cent. The startup ecosystem is expected to develop strongly with the development of tens of thousands of innovative startups, including the formation and development of large-scale technology companies with the potential to become unicorns. Vietnam's innovation and startup ecosystem indicators are also targeted to reach the leading group in the region.</p>    <p>By 2045, Vietnam aims to become one of the top 30 countries globally in innovation and entrepreneurship. By then, the percentage of people participating in entrepreneurship and owning businesses is expected to be high; and the venture capital market will be strong and large-scale, creating a foundation for the boom of technology and innovative businesses.</p>    <p>To realise this goal, the government requires the simultaneous implementation of several key tasks and solutions. First and foremost is the improvement of the legal framework to make it more favourable and flexible for innovative startups. Administrative procedures related to businesses will be comprehensively digitised step by step.</p>    <p>Simultaneously, new mechanisms will be piloted to encourage a spirit of experimentation, such as the "one-person enterprise" model, a streamlined bankruptcy processing mechanism to facilitate quick restarts for entrepreneurs, and controlled testing zones for new technologies.</p>    <p>Furthermore, the strategy places a strong emphasis on developing personnel and building a comprehensive support ecosystem. Education on entrepreneurship and innovation will be deeply integrated into the national education system from primary to university level. Also, shared infrastructure networks such as innovation centres, co-working spaces, incubators, and digital platforms supporting businesses will continue to expand nationwide.</p>    <p>Another crucial task is to unlock capital for innovative startups. The government is directing the strong development of the venture capital market, establishing investment funds at various levels, from national level to local one, from businesses to universities. Direct financial support mechanisms and credit guarantees based on intellectual property will also be promoted to facilitate startups' access to development resources.</p>    <p>In addition, Vietnam will strengthen international integration in innovative startups, attracting international experts, investors, and support organisations, while encouraging domestic startups to participate more deeply in global value chains.</p>    <p>In recent years, Vietnam's innovative startup ecosystem has made many positive contributions to socioeconomic development. Several billion-dollar technology companies have emerged; venture capital investment in Vietnamese startups has reached a high level in the region.</p>    <p>Alongside this, the infrastructure supporting startups has increasingly developed with the participation of numerous venture capital funds, business incubators, business accelerators, and innovative startup support centres at both local and national levels.</p>    <p>According to international rankings, in 2025, Vietnam's startup ecosystem index ranked 55th in the world. Specifically, Ho Chi Minh City entered the top five startup ecosystems in Southeast Asia for the first time (ranked 110<sup>th</sup> globally), Hanoi rose to 148<sup>th</sup>, and Danang climbed 130 			<content:encoded><![CDATA[<table class="MASTERCMS_TPL_TABLE" style="width: 100%;">  	<tbody>  		<tr>  			<td><img  src="https://vir.com.vn/stores/news_dataimages/2026/042026/06/17/in_article/the-government-clarifies-conditions-for-overseas-investment-20260406171926.jpg?rt=20260406171927" class="__img_mastercms" alt="" style="max-width:100%; padding:0px; margin:0px;" title="The government clarifies conditions for overseas investment"></td>  		</tr>  		<tr>  			<td>The government has clarified conditions for overseas investment</td>  		</tr>  	</tbody>  </table>    <p>This decree consists of five chapters and 45 articles, detailing several provisions of the Law on Investment and measures to organise and guide the implementation of the Law on Investment regarding overseas investment activities for business purposes, overseas investment procedures, and state management of overseas investment activities.</p>    <p>The following activities are not covered by this decree, including overseas investment activities in the form of buying and selling securities, other valuable papers, or investing through securities, investment funds, and other intermediary financial institutions abroad, as stipulated in point d, clause 1, Article 39 of the Law on Investment, and overseas investment activities in the oil and gas sector.</p>    <p>This decree applies to investors and competent state agencies, organisations and individuals involved in overseas investment activities.</p>    <p>Regarding the authority to issue, amend, and terminate the validity of certificates of registration for overseas investment, the decree stipulates that the Ministry of Finance (MoF) will issue, amend, and terminate the validity of certificates of registration for overseas investment for projects with overseas investment capital of VND7 billion ($266,000) or more, or projects in sectors subject to conditional overseas investment as stipulated in clause 1, article 41 of the Law on Investment, except for projects specified in Article 18 of this Decree.</p>    <p>For projects with overseas investment capital of $64 million or more, or projects proposing the application of special support policies, the MoF will report to the prime minister for approval before issuing or amending the certificate of registration for overseas investment.</p>    <p>For projects already approved, no further report to the prime minister for consideration and approval is required when making adjustments to the project.</p>    <p>The decree also specifies the dossier, procedures, and process for issuing investment registration certificates for projects not requiring the prime minister's approval, and guides the procedures for issuing investment certificates for overseas investment.</p>    <p>The consideration and issuance of investment certificates for overseas investment do not replace the approval of overseas lending activities or guarantees for loans to foreign economic organisations, as stipulated by the law on foreign exchange management.</p>    <p>In cases where an overseas investment project involves a sector or profession subject to conditional overseas investment, the MoF will seek opinions from relevant agencies. Within seven working days of receiving the request for opinions, the consulted agency shall provide a written response to the ministry.</p>    <p>Within 15 working days from the date of receiving a valid application, the MoF shall issue a certificate of registration for overseas investment to the investor, and simultaneously send copies to the State Bank of Vietnam, the Ministry of Foreign Affairs, the Ministry of Interior, the relevant ministries, the people's committees of provinces and centrally governed cities where the investor's head office or permanent residence is located, the tax authority confirming the investor's tax payment obligations, and the representative agency of the investor's owner (if any).</p>    <p>If the application is invalid or does not meet the conditions for issuing a certificate of registration for overseas investment, the MoF will issue a written notice refusing to issue the certificate, clearly stating the reasons.</p>    <table 			<title>Corporate bond market shows early recovery signs in 2026</title>

			<content:encoded><![CDATA[<p>According to the Vietnam Bond Market Association, cumulative data from the start of 2026 to the disclosure date of March 27 shows total corporate bond issuance reaching $953.3 million.</p>  <p>This encompasses nine public offerings worth $516.7 million, accounting for 54.2 per cent of the total and four private placements worth $436.6 million, making up the remaining 45.8 per cent.</p>  <p>The latest report by VIS Rating released on April 2 also noted that the corporate bond market remained relatively subdued in the first quarter (Q1) of 2026.</p>  <table class="MASTERCMS_TPL_TABLE" style="width: 100%;"> 	<tbody> 		<tr> 			<td><img  src="https://vir.com.vn/stores/news_dataimages/2026/042026/06/17/corporate-bond-risks-ease-as-property-issuance-surges-in-early-2026-translated-20260406173008.jpg?rt=20260406173010" class="__img_mastercms" alt="" style="max-width:100%; padding:0px; margin:0px;" title="Corporate bond risks ease as property issuance surges in early 2026 (translated)"></td> 		</tr> 	</tbody> </table>  <p>The main reasons were the prolonged Lunar New Year holiday and a cautious stance among issuers. Most companies are still in the process of finalising and awaiting approval of their business plans and capital-raising strategies at their AGMs.</p>  <p>Despite the overall slowdown, primary issuance value still recorded encouraging growth. According to VIS Rating, total new issuance in Q1 of 2026 reached $1.22 billion, up 22 per cent on-year.</p>  <p>By the end of Q1, total outstanding corporate bonds stood at approximately $57.2 billion, with 361 issuers participating in the market. The banking sector continued to lead in outstanding value at $27.4 billion, followed by the real estate sector with $15.6 billion.</p>  <p>A notable development in Q1 was that the real estate sector surpassed banks to become the largest contributor to new issuance, accounting for 53 per cent of total issuance value.</p>  <p>Another bright spot in Q1 was the sharp decline in late payment rates for principal and interest, which fell to near zero. Only one short-term delay was recorded during the quarter, involving Thuan Hoa Ha Giang Hydropower JSC, and it was fully resolved within a week.</p>  <p>In addition, the cumulative bond recovery rate improved significantly. Total recovered value in Q1 approximated $200 million, lifting the cumulative recovery rate to approximately 46 per cent, compared with 33 per cent in the same period last year.</p>  <p>Although the <a href="https://vir.com.vn/new-regulations-create-more-transparent-corporate-bond-market-149077.html">corporate bond market</a> has shown positive signs compared to a year earlier, VIS Rating also warned of risks stemming from US-Iran tensions.</p>  <p>These could drive up energy prices and inflation, putting pressure on domestic interest rates and increasing borrowing costs for businesses.</p>  <p>VIS Rating forecasts that the corporate bond market will likely accelerate in the coming quarters of 2026 as firms’ annual business plans are approved.</p>  <p>However, capital absorption capacity and borrowing costs will largely depend on macroeconomic conditions and companies’ ability to adapt to external shocks.</p>  <p>Speaking at the 2026 Corporate Bond Market Forum on April 2, Nguyen Hoang Duong, vice chairman of the State Securities Commission (SSC), said that total bond maturities this year amount to $7.62 billion, down 1.7 per cent from $7.75 billion in 2025.</p>  <p>“This pressure forces companies to proactively restructure their finances or seek alternative funding sources. However, it will also help filter out weaker firms and strengthen well-performing issuers, contributing to a more sustainable market structure,” Duong said.</p>  <p>Amid rising deposit interest rates, the SSC executive warned that corporate bond issuance costs will increase, and the market will also reprice risk. Participants will undergo an initial three-month incubation period.</p>    <p>15 of the 28 <a href="https://vir.com.vn/search_enginer.html?p=search&amp;q=startups">startups</a> will advance to a three-month acceleration phase with additional technical support and patent-filing incentives, culminating in a finale event in August with total prizes of $255,000.</p>    <p>The selection of shortlisted companies was based on various criteria, including their technical capabilities, innovative products, patentable technologies, and relevance to Vietnam's digital transformation and Industry 4.0.</p>    <p>"Vietnam continues to be a strategic hub for cultivating innovation, and its startups and small- and medium-sized enterprises (SMEs) are central to driving digital transformation," said Nam Thieu, country general director of Qualcomm Vietnam. "With QVIC expanding from 10 to 28 teams, we are significantly scaling our support for Vietnam's next generation of innovators. This year's cohort brings exceptional strength in critical technology domains – including AI, robotics, IoT, and smart city solutions – areas that will define Vietnam's future competitiveness."</p>    <p>During the incubation period, the shortlisted companies will receive support, including business and technical guidance, access to Qualcomm Vietnam's Research and Development lab in Hanoi, and problem-solving assistance from local teams.</p>    <p>"What stands out in this QVIC cohort is the continuum of innovation, from university-incubated to industry-driven startups, all converging on real-world deployment," said Sudeepto Roy, vice president of Engineering at Qualcomm Incorporated. "These teams are moving beyond isolated AI models to end-to-end workflows and agentic AI systems that can sense, decide, and act under practical constraints. Qualcomm's role is to help translate this technical ambition into scalable platforms, where deep-tech innovation and intellectual property compound over a startup's growth cycle."</p>    <p>At the finale in August, a panel of industry leaders will select the top five finalists to compete for cash prizes totalling $255,000. The first-place winner will receive $100,000, second place $75,000, third place $50,000, and two additional prizes of $15,000 each will be awarded for innovative research.</p>    <p>Launched in 2019, QVIC has nurtured 50 innovative Vietnamese startups in advanced technology areas. 			<title>AIC to build 2 1bn AI data centre in Ho Chi Minh City</title>

The facility, to be located at Tan Phu Trung Industrial Park, will be the first AI mega-project in the city</p>    <p>The project has an estimated investment of approximately $2.1 billion and will be implemented by a joint venture between AIC, Kinh Bac City Development Holding Corporation, and international partners. Components include data centre infrastructure, power and water systems, and GPU infrastructure. The entire capital is expected to be fully disbursed by the end of the first quarter of 2027.</p>    <p>Oliver Jones, co-founder of AIC Group, said, “The progress of the venture has moved faster than initially expected. We really appreciate the support from Ho Chi Minh City authorities during implementation. We hope that this AI data centre will become a technological hub not just for Vietnam, but also across Southeast Asia.”</p>    <p>In February, G42, the Abu Dhabi-based technology holding group, and a consortium, comprising the FPT Corporation and the Viet Thai Group, signed a Framework Cooperation Agreement to develop sovereign AI capabilities and cloud infrastructure across Vietnam. G42 and its Vietnamese partners have a plan to develop a billion‑dollar data centre in Ho Chi Minh City.</p>    <p>Nguyen Ky Phung, head of the SHTP management board, said, “G42 has conducted surveys three times to select the site for its data centre at SHTP. In the first quarter of 2026, SHTP is expected to grant an investment licence for a $500 million data centre to Evolution Group.”</p>    <p>Besides data centres, Ho Chi Minh City aims to lure at least four high‑value foreign investment ventures in the semiconductor industry this year, targeting collaboration with foreign technology corporations such as AMD, Nvidia, and Qualcomm.</p>    <p>Among them, BE Semiconductor Industries NV (Besi) plans to invest $1 billion in a new advanced packaging fab in Vietnam. Although the exact location has not been confirmed, the facility may be developed in Ho Chi Minh City, where Besi operates a factory in SHTP.</p>    <p>According to the municipal Department of Finance, Ho Chi Minh City has attracted nearly $2.9 billion in foreign direct investment (FDI) in the first quarter of 2026, soaring 219 per cent from a year ago. The city is expected to secure an additional $8.9 billion in the second quarter, bringing the figure to around $11 billion by the end of the third quarter, equivalent to approximately 100 per cent of the 2026 annual target.</p>    <p>Some key ventures include Can Gio International Transshipment Port (over $4.9 billion), Nha Be Metrocity GS ($2.2 billion), a smart complex in Thu Thiem New Urban Area ($1.2 billion), the AI data centre in Tan Phu Trung Industrial Park ($2.1 billion), and Evolution Group’s data centre ($500 million).</p>    <p>Ahead of strong FDI inflows to the city, Phung said, "SHTP will revise its 1/2,000 detailed planning and revoke delayed projects, freeing up about 100 hectares of land to draw more high-tech and green technology investments."</p>    <p>"With ventures in the pipeline, SHTP is set for strong growth in 2026, targeting $1.6 billion in FDI attraction. This was followed by electricity, gas and water production and distribution at $2.28 billion (22.3 per cent), while other sectors accounted for $884.6 million (8.7 per cent).</p>    <p data-end="1276" data-start="1143">Meanwhile, 251 ongoing projects registered additional capital of $2.30 billion, down 55.1 per cent on-year.</p>    <p data-end="1581" data-start="1278">Combining newly registered and additional capital, total FDI into manufacturing and processing reached $8.85 billion, accounting for 70.6 per cent of total registered capital. Electricity, gas and water distribution accounted for $2.28 billion (18.2 per cent), while other sectors made up $1.4 billion (11.2 per cent).</p>    <p data-end="1736" data-start="1583">Foreign investors also contributed $2.66 billion through capital contributions and share purchases across 703 transactions, up 2.3 times on-year.</p>    <p data-end="1977" data-start="1738">Alongside the rise in registered capital, disbursed FDI in the first three months of 2026 was estimated at $5.41 billion, up 9.1 per cent on-year. This marks the highest level of disbursed FDI for the first quarter in the 2022-2026 period.</p>    <p data-end="2213" data-start="1979">Of the total disbursed FDI, manufacturing and processing accounted for $4.48 billion (82.8 per cent), followed by real estate at $389.5 million (7.2 per cent), and electricity, gas, steam and air conditioning supply at $196.1 million (3.6 per cent).</p>    <p data-end="2590" data-start="2215">Among 52 countries and territories with newly licensed investment projects in Vietnam during the period, Singapore emerged as the largest investor with $5.32 billion (52 per cent of total newly registered capital), followed by South Korea with $3.68 billion (35.9 per cent). China ranked third with $417.5 million (4.1 per cent), followed by Hong Kong (China) with $256.8 million (2.5 per cent).</p>    <p data-end="2860" data-start="2592">Regarding Vietnam’s outbound investment, 48 new projects were licensed in the first quarter with a total capital of $597.2 million, 2.6 times higher than the same period last year. Four existing projects also increased their capital by $22.8 million, up 4.3 times.</p>    <p data-end="3026" data-start="2862">In total, Vietnam’s overseas investment (including new and adjusted capital) reached $619.9 million in the first three months of 2026, up 2.6 times on-year.</p>    <p data-end="3287" data-start="3028">Vietnamese investors expanded their presence across 28 countries and territories. 			<title>Vietnam amends measurement rules</title>

Firstly, encouraging digital transformation in metrology, shifting from traditional management methods to data-driven and digital platforms.</p>    <p>Secondly, boosting socialisation and encouraging businesses to participate in developing the national metrology system.</p>    <p>Thirdly, strengthening decentralisation of authority coupled with accountability, while reforming administrative procedures.</p>    <p>According to the committee, the implementation of the Law on Metrology has achieved many positive results in recent years. The legal framework has been gradually improved; state management has been enhanced; and technical infrastructure and metrology standards system have strengthened.</p>    <p>The network of inspection, calibration, and testing has also developed, while inspection and supervision work has seen significant improvements, contributing to protecting consumer rights and international integration.</p>    <p>The country currently has 51 national measurement standards and over 8,000 working standards; more than 600 organisations registered to conduct verification, calibration, and testing; and over 4,000 inspectors performing verification of approximately 10 million measuring instruments annually. However, alongside the achievements, the law has also revealed a number of limitations.</p>    <p>Current regulations have not kept pace with the development of smart, automated, and remote measurement devices and data management in the digital environment. The metrology infrastructure lacks robust mechanisms to attract investment and develop.</p>    <p>Some procedures in inspection and calibration remain complex, failing to clearly distinguish between voluntary services and activities serving state management. Furthermore, the management mechanism for pre-packaged goods lacks flexibility and is not truly compatible with risk-based management methods. Of these, at least 20 major private economic groups with strong capabilities are expected to take on a leading role in global value chains.</p>    <p>By 2030, a minimum of 100 enterprises will receive support to improve their performance on cross-border e-commerce platforms in Vietnam and internationally, including at least 10 companies achieving online export revenues exceeding $10 million.</p>    <p>The programme also targets the establishment of 10 innovation centres by Vietnamese enterprises in technologically advanced countries, along with approximately 30 logistics infrastructure projects and bonded warehouses in key markets. Notably, export turnover from supported enterprises is projected to grow at an average annual rate of 10-12 per cent throughout the period.</p>    <p>The programme also prioritises high value-added activities and technological mastery. Rather than focusing solely on exporting raw products, firms are encouraged to step up mergers and acquisitions, build research and development centres, and establish logistics infrastructure systems and direct distribution networks in key markets.</p>    <p>The entities expected to lead this effort are major <a href="https://vir.com.vn/state-corporations-poised-to-drive-2026-growth-146099.html">flagship corporations</a> – alongside innovative startups with global-born business models.</p>    <p>The combination of experience from large conglomerates and the agility of startups is expected to create a robust ecosystem capable of competing on equal footing with multinational corporations.</p>    <p>The scheme aims to cultivate a generation of Vietnamese multinational enterprises who are capable of not only exporting ‘made in Vietnam’ products, but also ‘exporting’ intelligence, technology and management expertise.</p>    <p>In 2025, Vietnam’s total outbound investment – including newly registered and adjusted capital – surpassed $1.36 billion, up 88.7 per cent on-year.</p>    <p>Specifically, 173 new projects were granted investment certificates, with total registered capital from the Vietnamese side approximating $1 billion, up 65.9 per cent on-year. Early order acquisition and proactive market engagement have helped many enterprises secure contracts through the third quarter of 2026.</p>    <p>However, the Vietnam Textile and Apparel Association (VITAS) warned that the ongoing Middle East conflict and instability in the Red Sea are exerting heavy pressure on the sector. Shipping routes have been rerouted via the Cape of Good Hope, extending delivery times to the EU and the US by 14–20 days. Container freight rates to the US East Coast have surged from $2,000 to $4,000.</p>    <p>Rising input costs, driven by higher oil prices, have pushed up the cost of synthetic fibres and dyes. This has dealt a blow to profit margins, particularly as cut-make-trim prices remain under pressure from buyers.</p>    <p>The sector’s dependence on imported materials, accounting for over 70 per cent also exposes manufacturers to supply disruptions when overseas shipments are delayed due to maritime congestion.</p>    <p>Still, Vietnam retains competitive advantages in meeting environmental, social, and governance standards, as well as its deep integration into global supply chains.</p>    <p>For 2026, the garments and textiles industry is targeting export turnover of $49–50 billion, representing a projected growth of around 6 per cent compared to 2025. To achieve this, VITAS recommends that enterprises adopt more flexible strategies amid ongoing geopolitical volatility.</p>    <p>Diversifying markets and supply sources is seen as critical. Companies are encouraged to reduce reliance on Red Sea shipping routes and tap into ASEAN and neighbouring markets to lower logistics costs.</p>    <p>Sustainability is also emerging as a key differentiator. Investment in ESG standards and traceability systems is no longer optional, but essential for accessing high-end markets such as the EU.</p>    <p>Meanwhile, the adoption of AI and automation is being accelerated to improve productivity and offset rising logistics expenses. The industry is also prioritising the development of domestic raw material supply, including investment in concentrated textile and dyeing industrial zones to boost localisation and reduce geopolitical risks.</p>    <p>Enterprises are also advised to adopt more flexible negotiation strategies, such as shifting from CIF to free on board terms or sharing freight costs with partners to ease financial burdens.</p>    <p>Truong Van Cam, vice chairman of VITAS, noted that global textile demand grows by only 2–3 per cent annually, intensifying competition among exporting countries.</p>    <p>“Vietnam’s textile industry can no longer rely on volume-driven growth. Improving growth quality is essential, starting with the development of domestic materials, followed by product upgrading and value addition,” he said.</p>    <p>The year 2026 is shaping up as a pivotal period of “adaptive resilience” for the industry. While short-term orders remain stable, businesses are increasingly aware of dual risks stemming from geopolitical tensions and shifting trade dynamics.</p>    <p>Rather than focusing solely on maintaining order volumes, many companies are pivoting towards higher value-added strategies, investing in technology and strengthening domestic supply chains. Reducing dependence on imported inputs will not only optimise production costs but also help meet stringent rules of origin under next-generation free trade agreements, thereby maximising tariff advantages.</p>    <p>While the $8.8 billion export figure in Q1 provides a solid foundation, sustaining growth amid unpredictable geopolitical conditions will require coordinated efforts between policymakers and businesses.</p>    <p>VITAS has called on authorities to stabilise energy and fuel supplies to ease cost pressures. The study reveals that despite an increasingly complex macroeconomic environment, Hong Kong's natural diamond jewellery market continues to demonstrate remarkable resilience, consumer intent remains strong, with 75% of consumers planning to buy jewellery in the next 12 months and 76% of them specifically considering natural diamonds.</p>    <figure align="center" data-image-height="0" data-image-width="0" style="display: block;width: 100%;margin: 0px;padding: 0px;text-align: center"><img alt="." src="https://vir.com.vn/stores/news_dataimages/2026/042026/08/10/diamondsandlady20260408101929.png" style="width: 100%;margin: 0px" width="100%" /></figure>  <br />  The study also highlights a growing cultural shift towards self‑purchase and the celebration of life's most personal moments, reaffirming that the impulse to give—to oneself as well as to loved ones—continues to underpin demand.<br />  <br />  At the same time, shoppers are placing greater emphasis on assurance and transparency, with traceability and value‑added services becoming increasingly influential in shaping both where—and what—they choose to buy. Together, these shifts highlight a market in which trust, service excellence and authenticity are emerging as powerful drivers of differentiation.<br />  <br />  Key insights to understand consumer preferences and behaviour:  <ul>  	<li>The Rise of the "Self-Reward": Rewarding oneself has emerged as a key driver of jewellery buying, with 57% of consumers planning to buy for themselves. The primary reason for these self-purchases is to reward oneself (55%), followed by celebrating special occasions (33%) and personal enjoyment or collection (32%). This trend sits alongside traditional romantic gifting for spouse/partner (42%), signaling a broader shift towards personal empowerment and self-celebration.</li>  	<li>Celebratory Moments Top the Gifting Calendar: The most frequent jewellery‑gifting occasions are the annual milestones of everyday life. Birthdays (51%) and anniversaries (42%) remain the primary drivers for both giving and receiving jewellery, while engagements and weddings (31%) as well as Valentine's Day (31%), continue to hold significant importance.</li>  	<li>Marking Special Occasions Matters Most: When purchasing for others, marking a meaningful occasion is the primary gifting driver (50%), followed by expressing love or care (36%) and the desire to surprise or delight someone (33%).</li>  	<li>The Informed Consumer: Traceability and Added-value Services Take Centre Stage: Price remains a key consideration (55%) when selecting natural diamonds, but consumers weigh this against the 4Cs (38%), design (37%), and certification (36%). Traceability matters to 70% of natural diamond intenders, while 80% say value-added services significantly boost their purchasing confidence.</li>  </ul>  Intrinsic and Emotional Values<br />  <br />  The research reveals that natural diamonds are increasingly woven into the fabric of daily life and personal achievement. Consumers strongly associate natural diamonds with intrinsic, lasting qualities: 75% believe they hold their value better due to their rarity and finite supply, and 73% view each stone as one of a kind. Beyond the investment, however, lies a deep emotional connection. Nearly three-quarters of respondents (72%) expressed that natural diamonds bring them joy to wear and can be worn every day to match their outfits.<br />  <br />  These emotional and symbolic associations are reflected in consumers' natural diamond jewellery purchasing habits: rings (55%), necklaces (49%), earrings (42%), and bracelets (41%) emerge as the most popular categories. Mid‑sized stones (68%), ranging from approximately 0.5 to 1.49 carats, are the preferred choice. Spending tends to concentrate in the mid‑range, particularly between HK$10,000 and HK$20,000 (31%), followed by the HK$20,000 to HK$30,000 range (22%). Most consumers (46%) prefer to choose jewellery based on design rather than a fixed style, with 18K white gold the primary material choice (34%), followed by 18K rose gold (18%).<br />  <br />  Online Discovery Meets In-Store Trust<br />  <br />  Despite the digital age, the desire for a tangible experience endures. A commanding 75% of consumers prefer to purchase in-store, with 35% insisting on completing their entire transaction offline. Transparency bridges the two worlds—70% of natural diamond intenders cite traceability as important, underscoring the growing expectation for credible and accessible product information that reinforces the confidence of physical retail.<br />  <br />  Strong Receiving Intentions Signal Continued Momentum<br />  <br />  Looking ahead, consumer expectations for receiving diamond jewellery remain exceptionally high. 74% of respondents anticipate receiving jewellery in the next 12 months, and among them, an overwhelming 85% hope to receive natural diamonds. Special occasions (47%) are the most anticipated reason for receiving, with birthdays (54%), anniversaries (44%), Valentine's Day (40%) and engagements and weddings (35%) leading the calendar. These figures underscore a confident outlook for the natural diamonds industry.<br />  <br />  The consumer survey, conducted by NIQ from 27 January to 11 February 2026, involved a total of 572 participants aged 18-54 through various online channels. Among the respondents, 24% were male and 76% were female, with the majority (77%) being married, engaged, or in a relationship. The March interim assessment considered progress in enabling access to global brokers, which is essential to support index replication and meet the needs of the international investment community.</p>    <p>It recognises the progress made by the Vietnamese market authorities in evolving market infrastructure, including the removal of the prefunding requirement for foreign institutional investors through the implementation of a non-prefunding model and the establishment of a formal process for handling failed trades.</p>    <p>Since the September 2025 annual review, Vietnam has continued to advance the development of the Global Broker model. Regulatory bodies, onshore and global brokers, custodians, and buy‑side firms have aligned on the key operational components needed for implementation, with the remaining work focused on finalising bilateral agreements between global and local brokers.</p>    <p>FTSE Russell notes that Vietnam has demonstrated sufficient progress ahead of the planned reclassification in September. It confirmed that Vietnam meets all criteria for secondary emerging market status under the FTSE Equity Country Classification Framework, and will continue to monitor developments closely ahead of the September date.</p>    <p>David Sol, global head of Policy at FTSE Russell, said, "We welcome the continued progress made by the Vietnamese market authorities in aligning with international standards.
