			<title>Vietnam eyes targeted personal income tax breaks</title>

			<content:encoded><![CDATA[<p>Accordingly, the ministry (MoF) has proposed cutting annual state revenue by approximately $307.9 million to support taxpayers through additional personal income tax (PIT) deductions for education and healthcare expenses.</p>    <p data-end="492" data-start="209">The ministry has submitted to the government a draft decree detailing several provisions of the 2025 Law on Personal Income Tax, including a proposal to introduce deductions of up to $1,880 per year for medical and education-related expenses before personal income tax is calculated.</p>    <p data-end="840" data-start="494">Under the draft, resident individuals earning income from salaries and wages would be eligible for deductions of up to $920 annually for domestic medical treatment expenses covered under the national health insurance scheme, and up to $960 annually for education and training expenses incurred for themselves and their dependents.</p>    <table class="MASTERCMS_TPL_TABLE" style="width: 100%;">  	<tbody>  		<tr>  			<td><img  src="https://vir.com.vn/stores/news_dataimages/2026/052026/25/16/vietnam-eyes-expanded-personal-income-tax-breaks-to-ease-living-costs-translated-20260525165834.jpg?rt=20260525165836" class="__img_mastercms" alt="" style="max-width:100%; padding:0px; margin:0px;" title="Vietnam eyes expanded personal income tax breaks to ease living costs (translated)"></td>  		</tr>  		<tr>  			<td><span style="color:#696969;">Resident individuals earning income from salaries and wages would be eligible for deductions of up to $960 annually for education and training expenses </span></td>  		</tr>  	</tbody>  </table>    <p data-end="1218" data-start="842">According to the MoF, data from 2016-2024 shows that household spending on healthcare and education-training has risen sharply, reflecting improving living standards as well as a growing preference for long-term investment in human capital amid the development of the knowledge economy, sci-tech, innovation, and digital transformation.</p>    <p data-end="1456" data-start="1220">Average healthcare spending reached roughly $140 per person per year, while average education and training expenditure stood at approximately $384 per person annually.</p>    <p data-end="1755" data-start="1458">The MoF also noted that based on 2024 data, average annual healthcare spending by <a href="http://s://vir.com.vn/tax-sector-pushes-digital-transformation-in-administration-overhaul-136927.html">taxpayers</a> and their dependents totalled approximately $816, while spending on education and training reached about $768.</p>    <p data-end="2009" data-start="1757">According to the drafting agency, the introduction of these additional deductions would help ease tax obligations for citizens, particularly low- and middle-income earners, while also better reflecting the actual essential spending needs of households.</p>    <p data-end="2311" data-start="2011">The MoF estimates that in cases where a taxpayer has one dependent and fully qualifies for all available deductions, the total deductible amount could approximate $12,295 per year, including family circumstance deductions as well as healthcare and education-training expenses.</p>    <p data-end="2622" data-start="2313">Under the proposal, individuals earning around $1,120 per month would not yet be subject to personal income tax after insurance payments and applicable deductions are considered. Taxpayers with monthly income exceeding approximately $1,145 would begin paying tax at 5 per cent.</p>    <p data-end="2753" data-start="2624">The ministry estimates that implementation of the new policy would reduce state budget revenue by around $307.9 million annually.</p>    <p data-end="3070" data-start="2755">According to the MoF, international experience shows that many countries have adopted PIT deduction or exemption mechanisms for healthcare and education expenses to share the financial burden with households, encourage investment in human capital, and ensure social welfare.</p>    <p data-end="3307" data-start="3072">However, deduction levels and implementation methods vary considerably among countries. Some nations do not provide a general deduction for dependents, instead integrating such support directly into healthcare and education deductions.</p>    <p data-end="3707" data-start="3309">In Thailand, for instance, taxpayers are entitled to deductions of up to approximately $2,750 per year, while deductions for children under 25 years old are capped at roughly $1,380 annually for up to three children.</p>    <p>Thailand does not provide separate deductions for medical expenses but does allow deductions for health insurance and medical insurance premiums for parents.</p>    <p data-end="4127" data-start="3709">Meanwhile, Malaysia applies a basic deduction of around $2,270 annually for taxpayers, while deductions for children range from approximately $505 to $2,015 per year depending on age and educational level.</p>    <p>In addition, taxpayers are eligible for deductions of up to roughly $2,520 annually for treatment of critical illnesses and around $1,765 for education and training expenses.</p>    <p data-end="4452" data-start="4129">Le Xuan Truong, dean of Faculty of Taxation and Customs at the Academy of Finance, said that allowing additional deductions for healthcare and education-training expenses beyond the current family circumstance deduction demonstrates the state’s willingness to accompany and support taxpayers.</p>    <p data-end="4720" data-start="4454">According to Truong, Clause 2, Article 11 of the 2025 Law on Personal Income Tax clearly stipulates that deductions are permitted for healthcare and education-training expenses incurred by taxpayers and their dependents, based on limits prescribed by the government.</p>    <p data-end="5128" data-start="4722">“Looking at the overall picture, it is clear that the current tax policy system already contains multiple layers of support. Therefore, the additional deductions for healthcare and education proposed in this draft should be properly understood as supplementary support measures within the broader framework of existing taxpayer assistance and regulatory tools,” Truong said.</p>    <p data-end="5399" data-start="5130">To avoid overlapping policies, the draft stipulates that deductible expenses must be supported by valid invoices and documentation. For enterprises interested in launching new investment projects in Vietnam, depending on the nature and scale of each project, the MoF stands ready to establish dedicated task forces to work directly with investors.</p>    <p data-end="2084" data-start="1684">In addition to listening to business concerns and difficulties regarding ongoing projects in Vietnam that require support from the MoF and local authorities, the deputy minister encouraged the delegation’s enterprises to share their future investment plans aligned with Vietnam’s priority sectors, particularly projects related to green development and growth.</p>    <p data-end="2304" data-start="2086">On behalf of the delegation, Choi said that the businesses within the delegation operate across a broad range of sectors, from traditional manufacturing, new materials and renewable energy to high-tech industries such as AI, data centres and healthcare.</p>    <p data-end="3115" data-start="2575">The delegation therefore expressed interest in learning more about Vietnam’s policies and strategic direction for attracting foreign investment in high technology, AI, data centres, innovation and digital transformation.</p>    <p data-end="3115" data-start="2575">They also sought updated information on mechanisms and policy directions for investors participating in Vietnam’s international financial centres, as well as opportunities for cooperation in pharmaceuticals, biotechnology and health sciences, and investment promotion mechanisms between Vietnam, China and Hong Kong.</p>    <p data-end="3447" data-start="3117">Deputy Minister Ngoc noted that the world was entering a period marked by overlapping crises involving energy, technology, geopolitics and governance. In that context, economies such as Vietnam must make decisions that are prudent and bold.</p>    <p data-end="3887" data-start="3449">She proposed that Sunwah Group, leveraging its reputation and influence, continue cooperating closely with the MoF, particularly through the Foreign Investment Agency and related departments, to organise investment activities, facilitate business connectivity, introduce investment opportunities and strengthen cooperation.</p>    <p data-end="4185" data-start="3889">Such cooperation, she said, would help improve business competitiveness, boost technology transfer and support workforce development, especially high-quality human resources, thereby enabling Vietnamese enterprises to participate more deeply and effectively in regional and global value chains.</p>    <p data-end="4660" data-start="4187">The deputy minister said "The MoF has recently received hundreds of expressions of interest regarding the establishment of international financial centres in Ho Chi Minh City and Danang. Around 38 organisations have already registered to become members of Vietnam’s international financial centres, including foreign banks, investment funds, securities firms and payment technology companies."</p>    <p data-end="4966" data-start="4662">"The MoF hopes to see strong participation from Chinese and Hong Kong enterprises in these financial centres, with businesses continuing to serve as bridges connecting Vietnam’s International Financial Centres with Hong Kong as one of Asia’s leading global financial hubs," she added.</p>    <p data-end="5424" data-start="4968">In addition, the deputy minister encouraged Sunwah Group to provide policy recommendations and advisory support related to investment mechanisms and the development of international financial centres. Such contributions, she said, would help Vietnam refine its institutional and legal framework, create a competitive, fair and transparent business environment aligned with international practices, and facilitate long-term investment activities in Vietnam.</p>    <p data-end="5723" data-start="5426">She reaffirmed that Vietnam’s MoF remains committed to accompanying the business community and continuing to improve the investment and business environment in a transparent, stable and investor-friendly direction conducive to long-term investment.</p>    <p data-end="6114" data-start="5725">Currently, China ranks sixth among 153 countries and territories investing in Vietnam, with the total registered investment capital reaching $35.87 billion across 6,725 projects in 19 out of 21 economic sectors. Meanwhile, Hong Kong ranks fifth, with total registered investment capital of $40.76 billion across 3,337 projects.</p>    <p data-end="6503" data-start="6116">High-quality investment flows from China into Vietnam have grown strongly in recent years, focusing on manufacturing and processing industries, infrastructure, energy and high technology. cooperation in the fields of science, technology and innovation by signing of a Letter of Intent between the European Commission, on behalf of the European Union, and Vietnam’s Ministry of Science and Technology.</p>    <p>The Letter of Intent will build the framework to strengthen research capacities, encourage exchanges on Horizon Europe and other research programmes, support researcher mobility and institutional capacity building, and facilitate joint training and research initiatives.</p>    <p>Commissioner Zaharieva will also exchange with high-level Vietnamese counterparts on strategic priorities and the implementation of a strengthened EU-Vietnam partnership in these areas.</p>    <p>In a Team Europe approach (the EU and its member states), the commissioner will also meet representatives of the European and Vietnamese private sector and startups ecosystem to exchange on technological challenges, investment opportunities and innovation-driven growth.</p>    <p>The EU is more than ever ready to scale up support for Vietnam’s twin transitions (green and digital) and promote investment opportunities around emerging technologies such as AI, semiconductors, 5G, space Following the implementation of the Mandatory Reporting of Child Abuse Ordinance (the "Ordinance"), there has been ongoing public debate on how to enhance child wellbeing; however, unlike physical harm, psychological trauma is significantly more difficult to identify. According to the latest figures from the Social Welfare Department, a total of 1,354 child abuse cases were recorded in 2025. Of these, only 16 cases—a mere 1.2%—were classified as "psychological abuse".<br />  <br />  The organisation believes that whilst the vast majority of parents care deeply for their children, they may inadvertently cause psychological trauma through their disciplinary methods, communication styles, and the way expectations are conveyed. Save the Children Hong Kong recommends that parents adopt "Positive Parenting" to strengthen parent-child non-violent communication, expressing their thoughts through mutual understanding and respect. Simultaneously, the Government should allocate additional resources to community and school settings to bolster mental health support for children and young people. Regarding the 25 categories of professionals specified under the Ordinance, training on identifying psychological abuse should be strengthened to support frontline practitioners in making clearer judgements on reporting thresholds and to facilitate timely intervention.<br />  <br />  Over 80% of Youth Feel Pressure to be "Perfect": 40% Told to Improve Even When Praised<br />  <br />  The study was designed by six youth researchers aged 14 to 17, under the guidance of Professor Gary Tang Kin Yat, Associate Professor of the Department of Social Science at The Hang Seng University of Hong Kong. It aimed to explore the psychological and emotional harm hidden behind parental "love and discipline". The study surveyed 408 children and adolescents aged 13 to 18, and found that 20.4% of respondents experience heavy pressure to "be perfect". Furthermore, 41.2% reported that even when parents praise their achievements, it is often accompanied by reminders of "how to do better next time". Over half of the respondents felt inferior to others due to parental disparagement, while more than 30% felt that no matter how hard they tried, they could never meet their parents' expectations.<br />  <br />  Ms. Wong Shek Hung, Director of Hong Kong Programme of Save the Children Hong Kong, noted that while parents genuinely care for their children, yet when faced with their own stresses and anxieties, they may struggle to find the most appropriate way to express their care. Unlike physical trauma, psychological distress is difficult to identify and often relies on the victims seeking help themselves. However, the study found that when children and young people feel distressed, their help-seeking behaviour tends to "avoid adults". A vast majority of respondents (86.3%) prioritise speaking to friends or venting on social media (78.7%). Conversely, the overwhelming majority "rarely or never" seek help from teachers (96.8%), social workers (97.5%), or parents (73.3%).<br />  <br />  Nearly half of the respondents (49.6%) tend to internalise and handle their problems alone. Beyond the habit of self-reliance (47.3%), key reasons for this include a feeling that "no one truly understands or can help" (45.3%), a desire not to become a burden to others (29.9%), and a fear of being judged, misunderstood, or getting into trouble after seeking help (18.4%).<br />  <br />  Ms. Wong Shek Hung expressed concern that current child protection systems—such as school-based social workers and helplines—may become ineffective if children actively avoid adult assistance, thereby limiting opportunities for timely intervention. She warned that if stress and emotions continue to accumulate without an outlet, the consequences could be severe.<br />  <br />  Invisible Wounds: The Link Between Mental Stress and Psychosomatic Symptoms<br />  <br />  Whilst psychological stress leaves no visible scars, its latent harm can be more enduring and profound. The study reveals that when adolescents are under mental pressure, their physical health is equally affected. When facing conflicts or difficulties at home, over a third of respondents (37.1%) reported "sometimes" experiencing insomnia, stomach aches, or headaches. Similarly, over a third (38.1%) indicated they "sometimes" experience acute anxiety reactions, such as nervous tension, trembling, or a racing heart.<br />  <br />  Dr. Phyllis Chan Kwok-ling, Adviser of Save the Children Hong Kong and Psychiatrist, noted that psychological trauma is difficult to detect, which may lead to more severe cumulative consequences. "This is especially true if children and adolescents conceal their trauma or lack the self-awareness to address it. As trauma accumulates, it may become a root cause of emotional problems and increase the risk of developing conditions such as depression." Dr Chan explained. She also expressed concern that the study found neither parents nor teachers are seen as confidants. "When adolescents face difficulties, they need adults to listen and share experiences. 			<content:encoded><![CDATA[<table class="MASTERCMS_TPL_TABLE" style="width: 100%;">  	<tbody>  		<tr>  			<td><img  src="https://vir.com.vn/stores/news_dataimages/2026/052026/25/10/dan-loi-tin-dung-cho-doanh-nghiep-nho-va-vua-2025032521120920260525101303.jpg?rt=20260525101305" class="__img_mastercms" alt="Photo: Thoibaotaichinhvietnam.vn" style="max-width:100%; padding:0px; margin:0px;" title="Photo: Thoibaotaichinhvietnam.vn"></td>  		</tr>  		<tr>  			<td>Photo: Thoibaotaichinhvietnam.vn</td>  		</tr>  	</tbody>  </table>    <p>Under the draft revised Law on Support for Small and Medium-sized Enterprises (SMEs), the ministry proposed additional mechanisms encouraging credit institutions to expand lending to SMEs through more diversified forms of collateral.</p>    <p>Accordingly, beyond tangible assets such as property, businesses could use future assets, property rights, intellectual property, digital assets, and virtual assets to secure loans.</p>    <p>The proposal also encourages banks to provide financing based on credit ratings, business plans, market expansion strategies, and corporate cash flows.</p>    <p>According to the Ministry of Finance (MoF), the policy aims to unlock resources for the private sector, with priority given to SMEs and technology startups in line with Resolution 68 of the Politburo.</p>    <p>SMEs are defined as enterprises employing no more than 300 workers on average annually and generating total revenue of below $15.4 million.</p>    <p>The ministry estimates that SMEs account for more than 98 per cent of businesses in Vietnam, but currently access only around 19-20 per cent of total outstanding credit.</p>    <p>Most SMEs continue to face difficulties in obtaining financing as banks largely require collateral under traditional lending standards, particularly real estate assets.</p>    <p>Meanwhile, many technology startups derive much of their value from software, customer data, algorithms, brands, and digital assets, which have yet to gain broad recognition within lending activities.</p>    <p>The law has been in force for eight years. However, several provisions are no longer considered suitable under Vietnam’s current two-tier local government model, while some regulations have already been incorporated into other specialised laws.</p>    <p>The MoF said the revision aims to align the legislation with newer regulations covering investment, business activities, innovation, digital transformation, and green transition.</p>    <p>Drawing on international experience, the ministry noted that most major economies regard SMEs as the backbone of economic growth.</p>    <p>The revised law is expected to be submitted to the National Assembly in October. The Sustainability and Transition Credit Facility will offer financing to eligible mainland China businesses across sectors including clean power, electrification of transport, data centres, and AI.</p>    <p>The facility reflects <a href="https://vir.com.vn/search_enginer.html?p=search&amp;q=HSBC">HSBC</a>’s focus on supporting companies to transition and enable innovation, growth, and opportunity, according to the bank.</p>    <p>China accounts for about 47 per cent of global cleantech exports and roughly two-thirds of global solar and battery exports. Global electric vehicle sales are expected to reach 26 million in 2026, while electricity use from data centres is projected to nearly double from 485 TWh in 2025 to 945 TWh by 2030.</p>    <p>This expansion is supported by the ASEAN-China Free Trade Area 3.0 Upgrade Protocol, signed during the 47<sup>th</sup> ASEAN Summit in Kuala Lumpur last October. The agreement extends China-ASEAN trade cooperation into the green economy, digital economy, and supply chain connectivity for the first time</p>    <p>Vietnam stands to benefit from increased availability of clean energy technologies, as 91 per cent of new wind and solar projects commissioned in 2024 were cheaper than the cheapest available fossil fuel alternative globally.</p>    <p>At the 48<sup>th</sup> ASEAN Summit on May 7-8 in the Philippines, the region’s leaders reiterated their commitment to accelerating the development of the ASEAN Power Grid and a more integrated, secure, and sustainable energy future.</p>    <p>Vietnam presents a significant opportunity within this initiative. Renewables accounted for nearly 28 per cent of the country's total installed power capacity in 2025, while EV sales penetration reached approximately 40 per cent – one of the highest in ASEAN and among the fastest adoption rates globally.</p>    <p>Decision No.768/QD-TTg on national power sector development projects total investment of $134.3 billion in power generation and transmission by 2030, creating substantial demand for clean energy technologies and battery materials.</p>    <p>As companies in China look to expand internationally to meet demand, HSBC’s new facility aims to help bring clean technologies and solutions to market more efficiently, contributing to decarbonisation efforts across the globe. It has a vertically integrated system in place which encompasses processes spanning from product design and development to regulatory approval, manufacturing, and sales, giving the company a competitive edge in terms of pricing.</p>    <p>As Vietnam’s only domestic manufacturer in the stent field, it has continued to grow in recent years on the back of preferential policies aimed at domestic medical devices in Vietnam, and further expansion is expected going forward. Drawing on this vertically integrated system, USM Healthcare also provides contract design/development and manufacturing organisation (CDMO) for medical device manufacturers.</p>    <p>The medical devices market in Southeast Asia is rapidly expanding against the backdrop of economic development and improved standards of medical care. With a focus on the US, the company has previously aimed to expand its business regarding CDMO for medical devices.
