He also expressed interest in the Vietnamese government’s measures to control inflation, ensure energy security, sustain economic growth, and advance institutional reforms and improvements to the investment climate.</p>    <p data-end="1480" data-start="1057">He said, Fitch Ratings is currently conducting its periodic review of Vietnam’s sovereign credit rating. The delegation therefore sought in-depth discussions with the MoF to gain a clearer understanding of a wide range of issues, from the macroeconomic policy framework and Vietnam’s policy responses to tensions in the Middle East, to the country’s medium- and long-term development outlook.</p>    <p data-end="1715" data-start="1482">Speaking at the meeting, Deputy Minister Phuong highly appreciated Fitch Ratings’ longstanding engagement with Vietnam through its independent and objective assessments that closely reflect the country’s economic realities.</p>    <p data-end="1995" data-start="1717">He said, "Fitch’s evaluations not only help enhance Vietnam’s credibility in international financial markets, but also serve as an important reference point for the country to continue accelerating reforms, improving institutions, and strengthening macroeconomic governance."</p>    <p data-end="2369" data-start="1997">MoF and Fitch experts held detailed discussions on fiscal policy, fuel price stabilisation tools, and plans to mobilise resources for infrastructure investment. Representatives of the MoF also clarified Vietnam’s public debt management strategy, renewable energy development roadmap, and ongoing state-owned enterprise (SOE) reform process.</p>    <p data-end="2638" data-start="2371">Deputy Minister Phuong reaffirmed that the Vietnamese government remains committed to maintaining macroeconomic stability, strengthening the economy’s resilience against external shocks, and improving the transparency and effectiveness of policy frameworks.</p>    <p data-end="2887" data-start="2640">The MoF and relevant agencies, he said, stand ready to closely coordinate and provide comprehensive information and data to support Fitch’s assessment process, ensuring a holistic and objective view of Vietnam’s economic situation.</p>    <p data-end="3214" data-start="2889">Regarding the impact of energy price volatility and geopolitical tensions in the Middle East, the deputy minister said Vietnam has implemented a range of coordinated measures, including market stabilisation tools, tax policy adjustments, tighter market supervision, and the diversification of fuel supply sources.</p>    <p data-end="3490" data-start="3216">He added that Vietnam’s fiscal policy space remains well preserved, while existing policy instruments are proving effective in supporting market stability, controlling inflation, and mitigating the impact of energy price fluctuations on the economy and people’s livelihoods.</p>    <p data-end="3666" data-start="3492">The MoF will continue closely monitoring market developments and introduce appropriate solutions should global conditions become more complicated.</p>    <p data-end="4090" data-start="3668">Phuong said, "Vietnam is reviewing and updating its growth scenarios to ensure the achievement of its 2026 development targets. The government is focusing on removing investment obstructions, improving the business environment, accelerating public investment disbursement, and attracting stronger flows of foreign and private investment."</p>    <p data-end="4455" data-start="4092">According to the MoF, despite continued challenges facing the global economy, foreign direct investment inflows into Vietnam in the first months of the year have remained positive. 			<title>Conference highlights animal welfare ambitions stemming from dog and cat meat trade</title>

The project pursues two parallel objectives: contributing to the national target of zero human rabies deaths by 2030, while strengthening disease management capacity and progressively applying animal welfare standards in line with international practice.</p>    <p>Ahead of the third session, seven businesses have notified their cessation of dog and cat slaughter and trade activities, while 18 business households have formally registered to participate in the livelihood transition programme. This represents a significant increase, signalling that those engaged in the trade are beginning to place genuine trust in the new direction.</p>    <p>Of particular note, an online selling vocational class held on May 12 left a strong impression. The enthusiasm of participating business owners not only demonstrated a willingness to change, but also produced immediate results, organisers said. Two additional businesses decided to cease their former activities immediately after attending the class. These are encouraging signs that when practical solutions and a clear roadmap are in place, people engaged in the dog and cat meat trade will confidently choose a new path towards a stable future.</p>    <p>This year, animal rabies has been confirmed in three communes in Hanoi – Hoa Lac, Ha Bang and Doai Phuong – with four animals confirmed infected and 36 animals dead or destroyed. Thus, the city is actively implementing a comprehensive suite of measures to ensure rabies prevention and control, veterinary hygiene, and food safety in slaughtering, trading and transporting animal products.</p>    <p>Ngo Dinh Loat, deputy head of Hanoi Sub-Department of Livestock Production, Aquatic Products and Veterinary Medicine, said the project works on a voluntary basis, accompanying and providing maximum support for all participating households.</p>    <p>"We commend the pioneering spirit of those who have ceased operations and registered for transition – they are the model examples that will inspire others," Loat said. "Currently, authorities at all levels are raising public awareness, mobilising and guiding residents and dog and cat meat operators to comply with the city’s regulations on rabies prevention and control, veterinary hygiene, and food safety. Monitoring and enforcement against violations are also being stepped up.”</p>    <p>Faizan Jalil, senior manager at Soi Dog Foundation, said, "It is incredibly rewarding to see the livelihoods transition project gaining real momentum. This progress is a testament to what can be achieved through a collaborative, strategic, and community-driven approach. We come to listen and ask questions. We were deeply moved by the spirit of the business owners who attended the online selling class – their full attendance and enthusiasm made it clear: when trust is built and opportunity becomes truly tangible, people change voluntarily, without any pressure.”</p>    <p>Among the business owners, the story of Mai, an owner of a dog meat shop in Duong Noi ward, is one of the most vivid illustrations of a journey that is never easy, but always worthwhile.</p>    <p>“I know well that this trade has no future and carries serious disease risks, but what made me hesitate was my four young children who depend on me. It was not an easy decision – but I chose to stop and find a new path. I just need a short transition period to get things in order, and with the support of the project and its partners, I believe I can stand on my own two feet.”</p>    <p>The initiative encourages business owners to voluntarily participate in the programme in order to receive completely free support. The project is created and funded by The Hong Kong Jockey Club Charities Trust, and co-created by The Education University of Hong Kong (EdUHK), Massachusetts Institute of Technology (MIT) and City University of Hong Kong (CityUHK). This year's competition is supported by the Education Bureau, Hong Kong Education City (EdCity), Association of I.T. Leaders in Education (AiTLE), Hong Kong Aided Primary School Heads Association, The Hong Kong Association for Computer Education (HKACE), and Subsidized Primary Schools Council.<br />  <br />  This year's first round was themed "Promoting Healthy Lifestyle or Encouraging Exercising", with participating teams required to use the Scratch or App Inventor programs to design human-centric solutions. The competition attracted over 160 teams of Primary 4 to Primary 6 students, with 20 outstanding teams ultimately advancing to the Grand Final. King's College Old Boys' Association Primary School No.2 clinched the championship in the App Inventor category, while Diocesan Preparatory School won the championship in the Scratch category.<br />  <br />  Hackathon Challenges Against the Clock | Diverse Missions Showcase Talent<br />  <br />  The atmosphere at the Grand Final was electrifying, as the finalist teams raced against the clock to complete a succession of programming and problem-solving missions across multiple domains. Students took on the role of "Chief Debugging Officers", fixing logical bugs in an AI parking system; operated engineering vehicles to recognise colours and props; used text recognition technology to handle licence plate recognition; and were also required to use programming to control the facial expressions and movements of robots, as well as complete unplugged track assembly challenges. With a wide variety of engaging missions, students fully immersed themselves in solving problems on the spot, vividly demonstrating their computational thinking and creative potential while showcasing their teamwork and adaptability.<br />  <br />  Commending Winning Teams | Inspiring Tomorrow's Leaders<br />  <br />  The award presentation ceremony was held immediately after the competition, with Daniel Lai, Programme Director of CoolThink@JC, and Ms. Lam Wing Yee, Sierra, Chief Curriculum Development Officer (Technology Education) of the Education Bureau officiating.<br />  <br />  In his speech, Daniel Lai remarked, "Over the decade since the launch of the Programme, we have been committed to nurturing students' problem-solving abilities, critical thinking and creativity. The relevant teaching materials were incorporated into the formal curriculum by the Education Bureau in 2023, initially mainstreaming the curriculum in Hong Kong. Subsequently, through the Sister Schools Scheme, we extended the Programme and teaching materials to 50 primary schools in the Chinese Mainland. This year, we have further partnered with the Cambodian government to share Hong Kong's successful materials and experience in computational thinking education with the country. Moving forward, we will continue to narrow the digital divide and promote digital education, empowering the younger generation to embrace the opportunities and challenges brought by the innovation and technology era."<br />  <br />  After claiming the championship in the App Inventor category, the winning team from King's College Old Boys' Association Primary School No.2 were surprised by the achievement, with one team member bursting into tears of joy. According to the students, this year's competition presented a diverse range of high-difficulty challenges, all of which demanded independent problem-solving. The team found the screen pattern challenge to be the most memorable. It now has a more focused, streamlined and efficient organisation, positioning the bank strongly for the next stage of growth and to deliver its strategy at greater scale and pace.</p>    <p>Accordingly, Standard Chartered will deliver a more than 15 per cent return on tangible equity in 2028, a more than 3 percentage point uplift from 2025, and building to approximately 18 per cent in 2030. The bank will produce a high-teens earnings per share compound annual growth rate (CAGR) and 5-7 per cent income CAGR from 2025-2028 while generating a cost-to-income ratio of approximately 57 per cent in 2028, down from 63 per cent in 2025, aided by positive income-to-cost jaws.</p>    <p>In addition, the bank aims to drive productivity improvements to raise income per employee by approximately 20 per cent by 2028, aided by a reduction in corporate functions roles of more than 15 per cent by 2030. It expects to operate within a CET1 ratio range of 13-14 per cent with a loan loss ratio of 30-35bps through the-cycle. The penalty was imposed for, "providing misleading information to customers regarding the promotional programme applied on August 8, 2025".</p>    <p data-end="981" data-start="732">During its '8.8' sales campaign, the e-commerce platform used promotional messages such as “Free shipping for all orders,” “Everything comes with free shipping,” and “Free shipping everywhere for all orders” to advertise shipping incentives for users.</p>    <p data-end="1256" data-start="983">However, according to the authority’s conclusion, some communication interfaces related to the campaign did not fully display exclusion conditions and applicable terms, potentially leading consumers to believe that all orders qualified for free shipping without conditions.</p>    <p data-end="1547" data-start="1258">Data from the platform showed that around 94 per cent of total orders during the promotional period were eligible for zero shipping fees. The remaining orders either received partial shipping discounts or were not entitled to free shipping because they failed to meet certain conditions.</p>    <p data-end="1768" data-start="1549">In addition to the monetary penalty, Shopee has been required to correct the misleading information publicly across its media ecosystem, including its e-commerce website, Shopee app, and official social media platforms.</p>    <p data-end="1967" data-start="1770">According to a report from data platform Metric.vn, Vietnam’s e-commerce market generated around VND429.7 trillion ($16.8 billion) in gross merchandise value in 2025, up nearly 35 per cent on-year.</p>    <p data-end="2237" data-start="1969">Shopee and TikTok Shop continued to dominate the market, accounting for more than 97 per cent of total industry revenue. The 2026 theme, 'Museums Uniting a Divided World', highlights the role of museums in promoting dialogue, accessibility and cross-cultural understanding.</p>    <p>Karinka Siller, a Russian tourist visiting the Vietnam Military History Museum during the April 30 holiday, said the museum’s interactive displays and visual presentation helped make the historical experience more engaging for international visitors.</p>    <p>“I was surprised about some immersive exhibition spaces. The digital screens and visual materials made the exhibitions easier to follow, especially for visitors who may not know much about Vietnam’s military history,” she said.</p>    <p>Siller added that the combination of historical artefacts and visual elements encouraged visitors to spend more time exploring the exhibitions.</p>    <p>“Sometimes in museums, people move quickly from one section to another. Some institutions have also strengthened their digital presence through social media platforms and online archives aimed at extending audience engagement beyond physical visits.</p>    <p>At the Vietnam Military History Museum, immersive presentation methods are increasingly integrated into exhibition spaces displaying military artefacts and historical materials.</p>    <p>Speaking at a training session on digital applications in museum exhibitions on May 6, Lt. Gen. Truong Thien To said museum work should preserve historical memories while making history more vivid, widely accessible, and better connected to the public, especially younger generations, amid digital transformation.</p>    <p>“Digital transformation is no longer an option, but an inevitable requirement to elevate the military museum system in the digital cultural era,” he said.</p>    <p>He described digital transformation in cultural heritage as an urgent and important task, while calling on museums to adopt a more audience-centred approach and strengthen the application of technology to create more interactive and engaging historical experiences.</p>    <p>At the same event, Assoc. English-language interpretation systems and multimedia materials were widely used across exhibition areas, attracting tourists and student groups.</p>    <p>Several younger visitors were also seen using smartphones to access translated content and additional exhibition materials through QR-linked platforms, reflecting broader changes in visitor behaviour as audiences increasingly expect more interactive and digital experiences.</p>    <p>Speaking at the opening of a cultural exhibition space at the Vietnam Museum of Ethnology on April 11, Prof. Dr. Le Van Loi, president of the Vietnam Academy of Social Sciences, said museums bring scientific and cultural knowledge closer to society through public engagement and educational activities.</p>    <p>“Museums play an important role as cultural and scientific institutions while also being a bridge connecting scientific research with the public,” he said.</p>    <p>In Official Letter No.403/DSVH-QLBT&amp;DSTL issued on March 24, the Department of Cultural Heritage encouraged museums to act as ambassadors for International Museum Day by strengthening connections with communities, schools, and international museum networks.</p>    <p>The document also encouraged museums to expand their digital presence through online platforms and social media to widen public outreach, particularly among younger audiences.</p>]]></content:encoded>

			<title>Coffee sector shifts to deep processing as export markets demand more</title>

			<content:encoded><![CDATA[<table class="MASTERCMS_TPL_TABLE" style="width: 100%;">  	<tbody>  		<tr>  			<td><img  src="https://vir.com.vn/stores/news_dataimages/2026/052026/18/10/z7837382803567-9749a45d1810755b8d03ab349726c78a20260518101322.jpg?rt=20260518101328" class="__img_mastercms" alt="Photo: Hoang Oanh" style="max-width:100%; padding:0px; margin:0px;" title="Photo: Hoang Oanh"></td>  		</tr>  		<tr>  			<td>Photo: Hoang Oanh</td>  		</tr>  	</tbody>  </table>    <p>The 2026 International Coffee Conference, held in Ho Chi Minh City in April, marked a significant turning point with the launch of the Global Coffee Alliance initiative, amidst the coffee industry's simultaneous challenges of climate change and market volatility.</p>    <p>Backed by 19 diplomatic missions and international organisations, including key coffee producers and consumers such as Brazil, Colombia, Indonesia, and the UAE, the alliance aims to build a technology-driven global coffee ecosystem and achieve net-zero emissions by 2040. Its roadmap prioritises digital transformation, deep processing, and raising incomes for around 125 million coffee farmers worldwide by at least 300 per cent.</p>    <p>Speaking at the conference, Xavier Depouilly, CEO of DXL Research and Consulting, said that coffee is one of the world's largest traded commodities, directly connecting Vietnamese farmers with global consumers. However, behind this impressive scale lie increasingly evident challenges. Climate change is making weather unpredictable, water shortages are directly impacting productivity, while global price volatility is diminishing the potential for long-term investment.</p>    <p>"In this context, utilising deep processing is an urgent requirement to increase added value and enhance the resilience of the entire industry," he said.</p>    <p>According to data from the Ministry of Agriculture and Environment, Vietnam currently has over 710,000 hectares of coffee plantations, ranking sixth in the world in terms of area and being the second-largest coffee exporter globally, after Brazil. This sector contributes approximately 2.5 per cent to GDP and provides livelihoods for over two million workers.</p>    <p>Coffee exports are projected to have reached around 1.6 million tons last year, with a value of approximately $9 billion, a record high. However, about 80 per cent of production remains green coffee beans, mainly robusta, limiting added value.</p>    <p>In the first quarter of 2026, exports reached nearly 590,500 tonnes, equivalent to $2.75 billion. Although production increased by 12.5 per cent, value decreased by 7.1 per cent due to falling export prices, once again demonstrating the heavy reliance on raw material markets.</p>    <p>Tran Van Cong, Vietnam's agricultural counsellor to the EU, said that Europe is the world's largest centre for coffee consumption, processing, and re-export, and a market with increasingly stringent requirements for quality, traceability, and environmental standards. Although Vietnam is the second-largest supplier to the EU, most of its products remain in raw form.</p>    <p>"The paradox is that export turnover is high, but the value generated is not commensurate because the product structure is still heavily focused on green coffee beans. This causes businesses to miss opportunities to participate more deeply in high-value stages such as roasting, extraction, or final consumer products," he said.</p>    <p>According to coffee expert Nguyen Quang Binh, investing in processing technology and brand building is the fastest way to export high-value coffee. Vietnam has begun investing in deep processing and speciality coffee development, but the processing rate remains modest. Compared to foreign-invested enterprises, many Vietnamese businesses still operate in a fragmented manner and have not yet deeply participated in the global supply chain.</p>    <p>Binh cited the example of Nestlé, which has achieved remarkable business results. “Nestlé’s 2025 financial report indicates that the Nespresso brand alone will generate $8.4 billion in revenue in 2025, equivalent to the export value of Vietnam’s entire coffee crop year combined,” he noted. “Meanwhile, Nestlé has many other billion-dollar brands specialising in coffee, such as Nescafé and Starbucks at Home.”</p>    <p>To address this situation, many domestic businesses have begun implementing large-scale deep processing projects.</p>    <p>Vinh Hiep Co., Ltd., a green coffee bean exporter, is investing $710 million in five key projects, including a freeze-drying and spray-drying processing plant with a capacity of 18,000 tonnes per year. The goal is to create high-end products and utilise by-products to produce organic fertilisers, meeting the clean standards of the EU and US markets.</p>    <p>“The project to build a microbial organic fertiliser plant using coffee by-products will regenerate soil nutrients, help reduce input costs for farmers, and ensure clean coffee standards for demanding markets such as the EU and the US,” said Thai Nhu Hiep, chairman of the board at Vinh Hiep.</p>    <p>According to Nguyen Tien Dung, deputy director of Simexco Dak Lak, the issues hindering businesses from engaging in deep processing include inconsistent raw material quality, high investment costs, and pressure to comply with international standards, particularly on traceability and supply chain transparency.</p>    <p>"Furthermore, the VAT mechanism, which involves collecting taxes upfront and refunding them later, has at many times created significant pressure on cash flow, making businesses hesitant to invest in deep processing models, which require much larger medium and long-term capital than raw material trading," Dung stressed.</p>    <p>Simexco Dak Lak has pioneered production according to EU standards on items that do not cause deforestation and reduce carbon emissions. The company has also developed a raw material area of approximately 50,000 hectares, linking with 45,000 farming households, ensuring complete traceability data.</p>    <p>Bui Hoang Yen, representative of the Trade Promotion Department under the Ministry of Industry and Trade, believes that while competing on quality with countries like Brazil presents many challenges, cultural factors can become a distinct advantage.</p>    <p>“Positioning Vietnamese coffee in the premium segment, linked to the story of its people, history, and geography, will help the product conquer the international market with its unique identity,” she assessed.</p>    <p>“In addition, free trade deals are becoming an important gateway, helping Vietnamese coffee reach further on the export map. Thanks to this, Vietnamese coffee could access larger consumer markets such as Japan, the EU, Australia, and China,” Yen added.</p>    <table class="__MB_template_g">  	<tbody>  		<tr>  			<td class="__RE_PLACE_CONTENT">  			<p class="normalPara"><span style="font-size:16px;"><strong>Nguyen Nam Hai<br />  			Chairman, Vietnam Coffee-Cocoa Association</strong></span></p>    			<p class="normalPara"><span style="font-size:16px;">We have spoken extensively about corporate brands and individual products, but have yet to build a national brand for Vietnamese robusta, despite it being a unique product and the world’s largest export of its kind.</span></p>    			<p class="normalPara"><span style="font-size:16px;">The main reason is that Vietnam has too many key export sectors, resulting in a lack of focused resources for coffee. Meanwhile, other countries concentrate on their core industries, consistently developing and protecting their national brands without allowing others to surpass them. During the same period last year, Techcombank and MSB only had to pay 5.2–5.3 per cent, per year on their bonds.</p>    <p>Rising interest rates are the main reason why bank bond issuance has sharply declined during the first four months of this year.</p>    <table class="MASTERCMS_TPL_TABLE" style="width: 100%;">  	<tbody>  		<tr>  			<td><img  src="https://vir.com.vn/stores/news_dataimages/2026/052026/18/11/soaring-rates-cool-banks-appetite-for-bond-issuance-translated-20260518111820.jpg?rt=20260518111821" class="__img_mastercms" alt="" style="max-width:100%; padding:0px; margin:0px;" title="Soaring rates cool banks’ appetite for bond issuance (translated)"></td>  		</tr>  	</tbody>  </table>    <p>According to VBMA statistics, while banks accounted for 100 per cent of all corporate bond issuance in the market in the first quarter (Q1) of 2025, by Q1 of 2026, bank bonds represented only 30 per cent, with real estate bonds surging to take the top position at 60 per cent.</p>    <p>Latest data from VNDirect Securities show that the average issuance interest rate for privately placed bonds by banks in April 2026 climbed to 8.5 per cent per year, up 1.6 percentage points from the end of 2025 and 3.1 percentage points on-year, reflecting significantly higher liquidity pressure and funding costs across the <a href="https://vir.com.vn/vietnam-banking-sector-marks-75-year-milestone-152056.html">banking sector</a>.</p>    <p>A report from the State Bank of Vietnam shows that the average lending rate among domestic commercial lenders, updated to March 2026, stood at 7.4–9.7 per cent, per year, up 0.3 percentage points from February and 0.7 percentage points from the end of 2025.</p>    <p>Analysts at financial data and information services provider FiinGroup noted that current bond issuance rates have approached lending yields, narrowing profit margins and becoming a key reason behind the decline in bond issuance among banks.</p>    <p>Although bonds remain an important instrument for supplementing medium- and long-term funding sources for banks, experts said higher interest rates have put pressure on funding costs and profit margins, meaning bank bond issuance is likely to remain cautious in Q2 rather than accelerating sharply as seen in the previous years.</p>    <p>In Q1/2026, despite periods of intense capital pressure – particularly to meet demand during the Lunar New Year holiday – banks mainly prioritised flexible funding sources such as deposits, interbank borrowing and open market operations to address liquidity stress instead of turning to the bond channel, resulting in subdued corporate bond issuance activities within the sector during the quarter.</p>    <p>Higher interest rates also explain why public bond issuance during the period saw the rise of many non-financial businesses, such as Transimex Corporation, Coteccons Construction JSC, and BAF Vietnam Agriculture JSC.</p>    <p>The growing diversity of issuers in the public bond market has also partly resulted from Decree 245/2025/ND-CP, which took effect from last September, enabling companies across multiple sectors to turn to bond issuance as a fundraising channel.</p>    <p>Statistics compiled from Q1/2026 financial statements of 27 listed banks show that nearly half experienced declines in capital mobilisation and had to rely more heavily on alternative funding channels, including bond issuance and the interbank market.</p>    <p>Experts, however, warned that the interbank channel is also approaching its limits, while bond interest rates have become increasingly expensive, a development that will further affect funding costs.</p>    <p>Dr. Can Van Luc, chief economist at BIDV and a member of the National Financial and Monetary Policy Advisory Council, noted, “Banks that want capital for lending have to mobilise funds from various sources, including bond issuance. Moreover, when banks provide long-term loans, risks are higher, requiring them to increase provisioning ratios, which in turn raises funding costs.”</p>    <p>According to FiinGroup, the bond market typically accelerates in the second and third quarters each year as demand for production and project implementation rises, while credit institutions step up capital mobilisation to support credit growth and ensure liquidity safety ratios.</p>    <p>This year, however, amid persistently high interest rates, market activity is likely to remain subdued among both manufacturing enterprises and banks. Issuers are expected to proceed more cautiously with fundraising plans while waiting for clearer signals on interest-rate management and broader macroeconomic conditions.</p>    <p>“High interest rates continue to push issuance costs to elevated levels, which could slow down corporate fundraising plans. These figures clearly demonstrate foreign investors’ confidence in Vietnam.</p>    <p class="normalPara" data-end="1657" data-start="1334">Many factors contribute to Vietnam’s attractiveness, but the most prominent – besides political and social stability and sound macroeconomic fundamentals – is the country’s determination to pursue high and stable economic growth, along with the openness of local economy and deep international integration.</p>    <p class="normalPara" data-end="2071" data-start="1659">Vietnam currently participates in 17 free trade agreements, including many new-generation agreements with major markets such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, the EU-Vietnam Free Trade Agreement and the Regional Comprehensive Economic Partnership. This creates a major advantage for FDI enterprises, enabling them to access export markets with preferential tariff rates.</p>    <p class="normalPara" data-end="2411" data-start="2073">In addition, Vietnam holds a favourable geographical position within Asia’s regional supply chain, possesses an abundant workforce, competitive costs and an increasingly improving business and investment environment. These are factors that foreign investors are particularly concerned about amid growing geopolitical volatility worldwide.</p>    <p class="normalPara" data-end="2670" data-start="2413">Another noteworthy point is that Vietnam continues to accelerate administrative reforms, improve the investment and business environment and develop infrastructure. These factors are helping strengthen the confidence of the international business community.</p>    <p class="normalPara" data-end="2749" data-start="2672"><em><strong data-end="2749" data-start="2672">Looking at FDI inflows over the past five years, what is your assessment?</strong></em></p>    <p class="normalPara" data-end="3237" data-start="2751">Newly registered FDI has fluctuated depending on <a href="https://vir.com.vn/vietnams-ifc-to-target-global-investment-flows-143442.html">global investment flows</a>. There were years when inflows into Vietnam declined, such as in 2025 when newly registered FDI reached $17.3 billion, down from $19.7 billion in 2024 and $21.36 billion in 2023. However, realised FDI has increased continuously, from $19.7 billion in 2021 to $22.4 billion in 2022, while the past three years recorded corresponding figures of $23.18 billion, $25.35 billion and $27.62 billion.</p>    <p class="normalPara" data-end="3464" data-start="3239">In the first four months of this year alone, realised FDI reached $7.4 billion, up nearly 10 per cent on-year. This marks the highest realised for the first four months of the year in the past five years.</p>    <p class="normalPara" data-end="3893" data-start="3466">It should be noted that newly registered capital only reflects investors’ initial commitments or interest, whereas realised capital represents actual cash flows entering the economy.</p>    <p class="normalPara">The strong increase in FDI disbursement shows that foreign investors are genuinely implementing their investment plans in Vietnam. This is an important signal reflecting foreign-invested enterprises’ confidence in investment efficiency and market prospects.</p>    <p class="normalPara" data-end="4230" data-start="3895">Notably, in 2025, many foreign-invested enterprises already operating in Vietnam continued to increase capital and expand production capacity. This is an even more positive signal than newly registered capital, as it indicates that existing investors are satisfied with the business environment and operational efficiency in Vietnam.</p>    <p class="normalPara" data-end="4422" data-start="4232">From another angle, strong disbursement also demonstrates that Vietnam continues to play an important role in the supply chain diversification strategies of international corporations.</p>    <p class="normalPara" data-end="4617" data-start="4424"><em><strong data-end="4617" data-start="4424">Trade tensions between the United States and the European Union are showing signs of re-emerging. How do you assess Vietnam’s FDI attraction going forward?</strong></em></p>    <p class="normalPara" data-end="4874" data-start="4619">Internally, based on the country’s existing strengths, I believe Vietnam’s prospects for attracting FDI remain positive. Vietnam holds many advantages in international integration, its position within the regional supply chain and macroeconomic stability.</p>    <p class="normalPara" data-end="5166" data-start="4876">However, competition among countries to attract investment is now extremely intense. Therefore, Vietnam needs to gradually shift from attracting FDI in breadth to attracting it in depth, prioritising high-tech, environmentally friendly projects with strong linkages to domestic enterprises.</p>    <p class="normalPara" data-end="5474" data-is-last-node="" data-is-only-node="" data-start="5168">More importantly, the country must continue improving infrastructure quality, human resources and the investment and business environment. If Vietnam maintains its current reform momentum, I believe it will continue to be an attractive destination for international investment flows for many years to come.</p>    <p class="normalPara">Changes in global trade policies under the administration of President Donald Trump will certainly affect investment and export activities in many countries, including Vietnam. The trend of global supply chain relocation is still continuing.</p>    <p class="normalPara">Multinational corporations are increasingly diversifying production locations under the “China+5” and “China+6” strategies to reduce dependence on a single market, and Vietnam is benefiting from this trend. Of course, to better capitalise on these opportunities, Vietnam needs to continue improving the investment environment and enhancing the quality of infrastructure and human resources.</p>    <p class="normalPara"><em><strong>Expectations have grown regarding Vietnam’s ability to engage capital from the Middle East. How can Vietnam seize this opportunity?</strong></em></p>    <p class="normalPara" data-end="1537" data-start="965">Capital inflows from the Middle East currently consist mainly of indirect investment, meaning investment through share purchases, equities or participation in financial markets, rather than traditional FDI involving factory and production facility construction. In the first four months of this year, Vietnam attracted $2.96 billion in indirect investment capital, significantly higher than the $1.83 billion and $930 million recorded in the same period of the previous two years. It is also poart of a series of activities to celebrate the 136<sup>th</sup> anniversary of the birth of President Ho Chi Minh.</p>    <p>The investment registration certificate for the Quynh Lap <a href="https://vir.com.vn/search_enginer.html?p=search&amp;q=LNG">LNG</a> thermal power plant project was awarded to the consortium of PV Power, NASU, and SK Innovation at the Vietnam-South Korea Economic Forum on April 24, in the presence of South Korean President Lee Jae Myung and Vietnamese Prime Minister Le Minh Hung.</p>    <p>The Quynh Lap LNG thermal power plant is included in the country's Power Development Plan VIII. The venture plays a central role in Vietnam's strategy for developing clean energy sources, energy transition, and reducing carbon emissions.</p>    <p>Located in Tan Mai ward, Nghe An, the plant has a capacity of 1,500 MW, including a 1,500 MW LNG-based thermal power plant, an LNG storage and regasification system with a tank capacity of approximately 250,000 cubic metres, and a dedicated port within the Dong Hoi Port area – Nghe An Seaport.</p>    <p>The venture is slated to be put into operation and generate electricity in 2030, helping provide a stable and efficient power supply to the national grid, especially in the Northern and North Central regions. Once operational, the venture will meet the energy needs for industrial development, services, logistics, while facilitating investment attraction in Nghe An province.</p>    <p>Speaking at the ceremony, Vo Trong Hai, Chairman of Nghe An People's Committee, said, “The project is expected to become a new growth engine for Nghe An province and the North Central region. At the same time, the implementation of a large-scale venture with modern technology demonstrates the increasingly important role and position of Nghe An province in regional linkage and economic development of the North Central region.”</p>    <p>Choo Hyeong-wook, president and CEO of SK Innovation, said, “SK Innovation, together with its partners PV Power and NASU, has prepared the necessary conditions in terms of resources, technology, finance, and implementation plans. The company operates one of the largest container fleets in Vietnam.</p>    <p>Each bond will be accompanied by a warrant, allowing investors to purchase up to 10 ordinary shares at an expected price of $0.80 per share, subject to anti-dilution adjustments.</p>    <p>The capital raised from this offering will be primarily directed towards acquiring new container vessels and upgrading existing seaport facilities and inland container depots. Strengthening cooperation with <a href="https://vir.com.vn/one-and-mti-launch-ai-focused-shipping-venture-144241.html">port partners</a> could generate synergies in berth utilisation, cargo throughput, customer base, and operational efficiency,” the board mentioned.</p>    <p>Looking ahead to the 2026 fiscal year, Hai An projects total revenue to reach $205.6 million, representing a marginal 0.2 per cent decrease compared to the $206 million achieved in 2025.</p>    <p>Conversely, the consolidated net profit after tax is projected to climb to $50 million, a 3.6 per cent on-year increase from the $48.2 million recorded in the previous year.</p>    <p>To achieve these financial milestones, the operational volume targets for the year are set at a combined total of over 1.2 million TEUs.
