The agreement was signed by Orqa co-founder and CCO Ivan Jelusic and RSS CEO Kevin Toderel, with Mark Carney, Prime Minister of Canada, and Andrej Plenković, Croatian Prime Minister present, highlighting the significance of this deal.</p>    <p style="text-align: justify;">Canada is breaking new ground as the first non-European country to participate in the Security Action For Europe (SAFE) initiative, designed to increase the EU's sovereign defense capabilities and reflecting the shared ambition of both parties to deepen their defence ties and strengthen joint security cooperation.</p>    <p style="text-align: justify;">The agreement is a significant milestone for the Croatian drone developer, marking the first deployment of its new Defense Transformation Platform, designed to help countries build sovereign drone ecosystems. In 2025 alone, the total power generation and supply to the grid amounted to 1.521 billion kWh, contributing $11.54 million in VAT to the state budget.</p>    <p style="text-align: justify;">Vinh Long continues to accelerate the development of new ventures. Over 1,200MW of wind power capacity is undergoing legal procedures and construction in line with the planning. By 2030, Vinh Long aims to develop nearshore wind power initiatives with a total capacity of 2,280MW. In the 2030-2035 period, it will have five more ventures with a total capacity of 788MW.</p>    <p style="text-align: justify;">In addition, several large-scale offshore wind power projects are under study and open for investment, creating long-term growth opportunities for the local energy sector.</p>    <p style="text-align: justify;">Alongside energy, Vinh Long also pays attention to logistics infrastructure and marine transport to reduce logistics costs for the locality and the Mekong Delta region. Investment is being directed towards a seaport network capable of handling vessels of up to 50,000 DWT, notably the Tra Cu Port and Dinh An Port. Combined with international shipping lanes through the Tra Vinh canal, the province is forming a modern production-service-logistics chain, enhancing the competitiveness of export goods.</p>    <p style="text-align: justify;">Nguyen Quynh Thien, Vice Chairman of the provincial People’s Committee, said, “Vinh Long will leverage its advantages for coastal socioeconomic development. Simultaneously, the province will implement suitable plans in line with the government’s development orientation of energy, logistics, and coastal services, especially renewable energy.”</p>    <p style="text-align: justify;">Another key venture is Dinh An Economic Zone, under the master plan to 2040, the zone will be expanded through land reclamation and the boundaries of the surrounding area. The zone is being envisioned as a free economic zone, serving as a gateway for international maritime trade.</p>    <p style="text-align: justify;">Under the new planning, Vinh Long will leverage its maritime and coastal advantages to develop key marine industries, including seaports, logistics, renewable energy, tourism, and marine services. The locality is gradually building a network of seaports, regional warehousing facilities, and modern logistics centres to strengthen interregional connectivity and expand trade opportunities.</p>    <p style="text-align: justify;">At the same time, the locality is accelerating the development of nearshore and offshore wind power ventures, along with other forms of coastal renewable energy, with the aim of becoming a regional hub for clean energy production.</p>    <p style="text-align: justify;">Furthermore, efforts are made to develop coastal tourism, coastal urban areas, and a port-logistics-maritime tourism services linked to environmental protection and climate change adaptation. As of June 17, the province's total goods imports and exports reached RMB 173.98 billion (approximately US$24 billion), up 54.6% year on year. Imports of zero-tariff goods hit RMB 2.645 billion, a 120% jump that generated tariff savings of RMB 440 million. Shaanxi Culture Industry Investment Group (SCG) is working with partners like Huawei, China Telecom Shaanxi, and China West Airport Group (CWAG) to promote cultural tourism using digital technologies including AI and 5G-A.For example, BoGuan is used to support a new AI travel companion agent that had been made available to over 4 million users by March of this year.<br />  <br />  In September 2025, SCG and Huawei unveiled the BoGuan Large Model, the world's first commercial multimodal LLM for cultural tourism. It is also China's first industry-specific model dedicated to the preservation of cultural heritage. This model is built on intelligent computing infrastructure and a high-quality dataset. The dataset has over 1.2 PB of data, including 31 million images, 4.4 million minutes of video footage, 2.18 million minutes of audio recordings, 510 3D models, and 960 million pieces of structured text.<br />  <br />  BoGuan can generate highly-accurate multimodal content, such as museum-quality content about cultural relics. This allows it to support the creation of new digital relic presentations, the digitalization and preservation of traditional craftsmanship, and the creation of digital IP for intangible cultural heritage. Zhang Beiyuan, a dough sculpture artisan, said, "With this model, I can complete a dough sculpture that used to take two or three months in less than a week." BoGuan is also used to create digital IP like the popular cartoon character Tang Biaobiao, which is designed by integrating local cultural heritage elements with the stone carvings of the Six Steeds of Zhao Mausoleum. The sales of related digital collectibles and creative products have exceeded CNY2 million.<br />  <br />  In addition to supporting cultural heritage preservation, BoGuan has been used to develop a range of cultural tourism apps, such as AI photography and AI travel companion agent. Visitors can directly talk with this agent on the GO-SHAANXI app to create and adjust travel itineraries and get real-time performance recommendations at attractions. The Zhiying Camera mini program provides paid services that instantly integrate user photos with AI-generated scenes from history, allowing visitors to "travel back to ancient times." The network delivers peak uplink and downlink rates of 600 Mbps and 3.5 Gbps, respectively, about 10 times faster than common 5G networks. During the 2026 May Day holiday, this network supported concurrent access for 23,000 users, guaranteeing smooth video watching and social media experiences. Furthermore, 5G-A-powered HD live streaming at the Grand Tang Mall has become an important way for the attraction to bring in new visitors. Vietnam is entering a new era of development, backed by major national reforms in institutions, science and technology, innovation, digital transformation, private-sector development, foreign investment, education, healthcare and international integration.</p>    <p>The chairman described the conference as the starting point for the Capital Master Plan, which establishes a development vision spanning the next century while creating new opportunities for urban expansion and economic growth.</p>    <p>The plan is supported by several key policy milestones, including Politburo Resolution No.02-NQ/TW outlining strategic, long-term development and goals for Hanoi, and the Capital Law 2026, which takes effect on July 1.</p>    <p>The new law grants Hanoi broader decentralisation powers and introduces special policy mechanisms designed to accelerate development. The city is also implementing central government resolutions on innovation, digital transformation, private-sector development, foreign investment and high-quality workers.</p>    <p>"The convergence of a long-term vision, a new institutional framework and strong determination for reform has created better conditions for Hanoi to build a civilised, modern and prosperous capital," Thang said.</p>    <p>The chairman said a master plan can only succeed if it is translated into concrete projects and measurable outcomes. In 2025, Hanoi's regional GDP reached nearly $62.5 billion, accounting for 12.42 per cent of Vietnam's GDP. The city's economy expanded by 8.15 per cent, while state budget revenue exceeded $28 billion for the first time, maintaining Hanoi's position as the country's largest budget contributor.</p>    <p>More importantly, Hanoi has shifted its development model by using public investment to engage private capital, focusing on strategic transport infrastructure, digital infrastructure, education, healthcare and environmental projects. Growth has continued into 2026, with improvements across industrial production, trade, tourism, exports and investment.</p>    <p>During the first half of the year, Hanoi approved investment policies for 138 domestic projects worth approximately $141 billion and attracted an estimated $3.2 billion in foreign direct investment, remaining among Vietnam's leading destinations for FDI.</p>    <p>"These figures demonstrate growing investor confidence in Hanoi's business environment and highlight the city's substantial long-term growth potential," Thang said.</p>    <p>Strategic infrastructure development remains one of Hanoi's highest priorities. Against the backdrop of an ageing population and the growing prevalence of metabolic risk factors, strengthening capabilities in the prevention, diagnosis, and long-term management of chronic diseases has become increasingly important for the healthcare system.</p>    <p>With the participation of leading experts, the conference series provided updates on emerging trends in NCDs management based on international clinical treatment guidelines, focusing on cardiovascular event prevention, risk management in patients with diabetes, neuropathic pain treatment, and mental healthcare. Hanoi, therefore, aims to diversify its financing sources and make full use of the special policy mechanisms granted by the central government to mobilise private-sector capital. In this context, local government bonds will become an important financial instrument for the city's development," he said.</p>    <p>During the ceremony, Hanoi Department of Finance signed cooperation agreements with five major banks: Agribank, VietinBank, BIDV, Vietcombank and MB, to jointly prepare and implement future bond issuances.</p>    <p>Under the agreements, Hanoi plans to issue a range of debt instruments between 2027 and 2030, including local government bonds, project bonds, infrastructure bonds, municipal bonds and green bonds, with total fundraising expected to reach $6-7.8 billion.</p>    <p>The proceeds will primarily finance strategic investment projects, particularly the expansion of Hanoi's urban railway system.</p>    <p>The participating banks will work with Hanoi Department of Finance to develop issuance plans, assess market demand and fundraising capacity, and provide services, including financial advisory, underwriting, issuance agency, distribution, and bond auctions, in accordance with prevailing regulations. The parties will also cooperate on promotional activities to broaden the investor base and improve fundraising efficiency.</p>    <p>Luu urged the Department of Finance to work closely with the participating banks in designing the issuance framework while ensuring full compliance with legal requirements so that future bond offerings are conducted transparently, efficiently and in line with the city's fiscal capacity.</p>    <p>He also called on the five banks to continue serving as Hanoi's strategic partners by providing market analysis, investment advice and support in designing bond products that meet investor demand.</p>    <p>According to Luu, the cooperation will help mobilise financial resources more effectively to support Hanoi's long-term goal of becoming a "Civilised, Ravolution has in past years attracted thousands of attendees across multiple editions with international DJs and large-scale stage production.</p>    <p>Meanwhile, Dream Cities, with its latest edition in Hanoi in July, has expanded into a multi-city tour format targeting young audiences in major urban centres and tourist destinations. Both events form part of a broader line-up of music festivals scheduled across 2026, with more large-scale shows expected in the coming months.</p>    <p>Nguyen Dang Tuyet Ngan, a fourth-year student at Hanoi University, has attended Dream Cities for the past two years and is looking forward to its 2026 edition.</p>    <p>“Each year feels different in terms of atmosphere and line-up, so I’m quite excited to see how it develops this year,” she said. “I usually spend around $40-60 on tickets and other costs, which I think is reasonable for the experience. The crowd has also become larger and more diverse.”</p>    <p>She added that many attendees tend to go in groups and stay for the full event, turning it into a full-day experience rather than just a music performance.</p>    <p>These developments are contributing to broader economic activity across related sectors. According to Vietnam’s tourism authorities and statistical data, accommodation and food service revenue increased by around 14.6 per cent on-year in 2025. Festivals, by attracting large numbers of attendees, can support spending across transport, hospitality and food services.</p>    <p>Joon Park, general manager at Sheraton Hanoi West, said concerts and large-scale entertainment events were increasingly generating spillover effects across hospitality and tourism services in Hanoi.</p>    <p>“The Vietnamese government has identified the cultural and event industry as a strategic pillar, recognising culture as a vital engine for economic growth,” Park said. “Every concert at My Dinh Stadium creates a ripple effect throughout the hospitality sector.”</p>    <p>According to Park, recent events featuring artists such as Blackpink, Westlife and Coldplay, alongside Vietnamese performers including Anh Trai Say Hi and Soobin, have contributed to rising hotel occupancy and stronger demand for integrated entertainment experiences.</p>    <p>“Guests are looking for more than just a place to stay. Major concerts typically attracted between 25,000 and 30,000 attendees per night, some reaching up to 100,000 participants.</p>    <p>The report also highlights growing demand for live experiences, particularly among audiences aged 18-34, who represent the largest consumer segment. A significant proportion of respondents expressed willingness to pay for live events, signalling improving commercial viability for concerts and festivals.</p>    <p>Vietnam’s relatively young population, with around 68 per cent of the population in the working-age group according to the National Statistics Office of Vietnam, provides a substantial consumer base for live entertainment and experience-driven tourism.</p>    <p>At the event level, large-scale festivals are generating spillover effects across tourism and related service sectors. Events such as 8Wonder have attracted tens of thousands of attendees, with some drawing close to 100,000 participants, according to organisers. These events have also featured cross-border artistic collaborations, symbolised by the display of national flags during performances, highlighting their role in cultural exchange.</p>    <p>Similarly, domestically produced programmes such as Anh Trai Say Hi are expanding audience reach through digital platforms, recording millions of online interactions.</p>    <p>This growing interest in live experiences is taking place alongside a recovery in tourism demand. Data released in April by the Vietnam National Authority of Tourism show that the country welcomed approximately 6.76 million international visitors in the first quarter, up around 12 per cent on-year and marking the highest quarterly level on record. Tourism-related spending has also remained strong, providing a supportive backdrop for event-based tourism..</p>    <p>At the global level, according to the World Tourism Barometer, published in January by UN Tourism, Asia-Pacific remains one of the fastest-recovering regions. Within the region, recovery continues to gain traction, positioning Southeast Asia as an increasingly competitive destination cluster.</p>    <p>At the policy level, Vietnam has signalled a stronger focus on developing cultural industries and experience-driven tourism. 			<content:encoded><![CDATA[<p>In its market strategy report for the second half of 2026 released on June 10, SSI Research noted that liquidity pressures, shrinking net interest margins and early signs of deteriorating asset quality will be the key factors shaping the banking industry's outlook over the coming quarters.</p>    <p>According to the report, the defining feature of the current cycle is not whether banks can avoid macroeconomic headwinds, but rather each institution's ability to absorb and manage risks more effectively than its competitors.</p>    <p>On the funding side, SSI Research estimates that, as of mid-May, total deposits across the banking system exceeded $680 billion, up almost 3 per cent from the outset of the year. However, deposit growth continued to lag well behind credit expansion, leaving the system-wide loan-to-deposit ratio at an elevated level, reflecting persistently tight liquidity conditions.</p>    <table class="MASTERCMS_TPL_TABLE" style="width: 100%;">  	<tbody>  		<tr>  			<td><img  src="https://vir.com.vn/stores/news_dataimages/2026/062026/26/18/banks-poised-for-diverging-fortunes-in-h2-translated-20260626181114.jpg?rt=20260626181115" class="__img_mastercms" alt="" style="max-width:100%; padding:0px; margin:0px;" title="Banks poised for diverging fortunes in H2 (translated)"></td>  		</tr>  	</tbody>  </table>    <p>The State Bank of Vietnam (SBV) has reported that, as of April 28, outstanding credit had increased by more than 4.4 per cent compared with the end of 2025, while deposit mobilisation grew at a much slower pace.</p>    <p>As a result, the VND deposits remained approximately $80 billion below total outstanding credit.</p>    <p>This imbalance also signifies why deposit interest rates are unlikely to decline significantly, with long-term deposit rates expected to remain in the range of 7–8 per cent per year.</p>    <p>Meanwhile, banks have limited room to raise lending rates immediately, as lending rates typically adjust with a lag.</p>    <p>Banks’ financial statements show that the average net interest margin (NIM) of 28 banks fell to just under 2.87 per cent in the first quarter of 2026 from 2.93 per cent in the fourth quarter of 2025, with 20 banks reporting on-quarter declines.</p>    <p>Nguyen Quang Huy, CEO of the Faculty of Finance and Banking at Nguyen Trai University, said the banking sector faced dual pressures in the first quarter as declining NIM coincided with weaker non-interest <a href="http://ttps://vir.com.vn/vietnam-targets-25-per-cent-micro-insurance-coverage-by-2030-154126.htm">income streams</a>.</p>    <p>"This indicates that the sector's profit growth potential has narrowed considerably compared with previous periods. NIM is expected to remain under pressure in the short term, particularly in the second quarter," Huy said.</p>    <p>"Funding costs usually reflect previous increases in deposit rates with a time lag, while asset yields cannot adjust at the same pace. Medium- and long-term loans, preferential lending programmes, and continued efforts to support borrowers make it difficult for banks to raise lending rates significantly," he added.</p>    <p>Market analysts believe that NIM may stabilise in the following quarters of 2026, although a strong recovery remains unlikely.</p>    <p>In practice, NIM recovery would require several conditions, including deposit rates ceasing to rise, current account savings account ratios remaining stable, existing loans being repriced and credit growth focusing on segments that offer reasonable yields while maintaining prudent risk control.</p>    <p>Simply raising lending rates to improve NIM could expose banks to higher non-performing loan risks, particularly among small and medium-sized enterprises, real estate borrowers, and retail customers.</p>    <p>Against this backdrop, analysts expect liquidity conditions to gradually improve, supported by four key drivers: stronger cash inflows returning to the banking system, higher export earnings, continued growth in foreign direct investment inflows, and accelerated public investment disbursement.</p>    <p>Regarding lending activities, the banking system's credit growth target for 2026 remains at around 15 per cent. As of the end of May, outstanding credit had risen by just over 5.7 per cent from the beginning of the year, equivalent to an annual increase of 19 per cent.</p>    <p>SSI Research forecasts that credit growth in the second half of the year will become more cautious as banks are required to remain within their assigned credit quotas. Credit allocation is shifting significantly towards construction and infrastructure projects.</p>    <p>Meanwhile,, the housing mortgage segment is expected to stage a more meaningful recovery only in 2027, when interest rates are projected to decline substantially. They include linking research activities, high-tech applications, and the production of high-tech products in the agricultural sector.</p>    <p>Ho Chi Minh City People's Committee assigns Ho Chi Minh City High-Tech Agricultural Zone Management Board to directly manage the zones, and to organise the implementation of tasks related to investment, sci-tech, innovation, digital transformation, land, construction, environment, and other related fields as prescribed.</p>    <p>The management board is responsible for coordinating with relevant departments and agencies to build and develop the zones in a synchronised manner, ensuring investment efficiency and avoiding the creation of additional management entities.</p>    <p>According to the city's orientations, the planning of these zones must ensure the synchronisation of technical and social infrastructure, the application of smart, environmentally friendly management solutions, and the provision of smart management utilities to meet their operational needs, while complying with relevant legal regulations.</p>    <p>Projects in the zone must also meet the principles and criteria of high-tech applied agriculture, aiming to attract domestic and foreign businesses and experts to participate in research, production, and development of high value-added agricultural products.</p>    <p>Investment capital for these zones is mobilised from various sources, including the state budget, the city budget, government support programmes, and socialised resources from businesses.
