Major players labelled under-qualified by MoT

The number of transport contractors in Vietnam labelled ‘under-qualified’ stands at 12 per cent, reported the Ministry of Transport.

The ministry just issued a report from studying and evaluating 475 contractors nationwide. Accordingly 383 were determined to be ‘meeting the demand’ or fairly qualified, accounting for 80.6 per cent, 35 were said to be of average quality and 57 others were listed as under-qualified.

Tran Xuan Sanh, director of the Management Bureau for Construction and Quality of Transport under the Ministry of Transport, said all of the above qualifications included direct reviews of activities conducted by those contractors at work sites. They included the ability to meet financial and human resources, ability to follow and meet timetables, labour safety, payment procedures and maintenance of a project, once finished.

“Now, based on these qualifications, developers will evaluate their own contractors and submit their evaluations to the ministry for review,” Sanh said.

Any contractor that fails one of the above qualifications would be considered under-qualified.

According to Sanh, among the 57 contractors listed as under-qualified, there were major names such as Cienco 8, Vinawaco, Vinaconex and East Mekong.

This is Vinaconex and Cienco 8’s second year to be rated under-qualified.

Among others in the under-qualified, or red list, there was China Railway, Quang Tay Construction Company, China Bridge and Road Company, Keangnam, Posco and Hanshi which are involved in projects such as a skytrain from Cat Linh to Hadong, the Noi Bai-Lao Cai expressway and the Ho Chi Minh City-Long Thanh-Dau Giay expressway.

One member of a project’s management board said the list would be longer if the evaluations were stricter and standards higher.
